The Air Traffic and Navigation Services (ATNS) Company of South Africa invites qualified service providers to submit quotations for the supply and delivery of Personal Protective Equipment (PPE) at various stations and sites on an as-and-when-required basis. This Request for Quotation (ATNS/RFQ09/08/2026/27/SHE-PPE) offers a two-year contract opportunity.
Tender Overview and Contract Duration
The appointed service provider will assist ATNS in achieving its risk management objectives by ensuring that stations and sites are provided with suitable PPE for a period of two years. The contract operates on a rate-based model with no guaranteed minimum volume of work.
Scope of PPE Supply and Delivery
The scope covers a comprehensive range of personal protective equipment:
- Safety boots (unisex, general purpose, waterproof thermal hiking, extreme cold weather snow boots, and gumboots)
- Protective clothing including dust coats, overalls, reflective work trousers and jackets, denim work suits, acid and flame-resistant work suits, raincoats, and high-visibility rain jackets and trousers
- Hats including cricket hats, beanies, and safety helmets
- Gloves including executive leather, lightweight coated work gloves, double-dipped nitrile gloves, and inner gloves
- Ear protection including safety ear muffs and corded reusable ear plugs
- Eye protection including indoor/outdoor safety spectacles, grey safety spectacles, and anti-fog safety goggles
- Embroidery and branding services
All PPE must be certified in accordance with applicable SABS/SANS standards or equivalent internationally recognized standards.
Mandatory Requirements for Bidders
Bidders must submit:
- Valid SARS Tax Compliance Status PIN (valid for 60 days from submission)
- Minimum two reference letters for supply and delivery of PPE completed within the past five years
- CSD registration report
- CIPC documents and shareholder certificates
- ID copies of shareholders
- Valid B-BBEE Certificate or Sworn Affidavit (for EMEs/QSEs)
- Completed and signed SBD 1, 3.1, 4, and 6.1 forms
Three-Stage Evaluation Process
Stage 1: Administrative Requirements – Verification of tax compliance and CSD registration.
Stage 2: Mandatory Requirements – Minimum two reference letters on official client letterhead signed by an authorized representative with contact details for verification.
Stage 3: Price and Specific Goals – Evaluation on the 80/20 preference point system with 80 points for price and 20 points for specific goals.
Preference Points and Specific Goals
Specific goals include:
- 51% Black Owned Suppliers: 10 points
- 30% Black Woman Owned Suppliers: 10 points
Bidders must submit valid proof including CSD report, CIPC documents, shareholder certificates, ID copies, and B-BBEE certificate or sworn affidavit.
