The South African Human Rights Commission (SAHRC) has published a Request for Proposal for the appointment of an independent Internal Audit Service Provider to deliver co-sourcing support to its Internal Audit unit for the 2026/27 financial year.
Scope of Services
The appointed service provider will supply two Senior Internal Auditors and one Internal Auditor to assist with seven key reviews across the Commission’s national operations.
Asset Management Review:
- Acquisition and disposal of assets
- Maintenance of asset register
- Physical verification and safeguarding of assets
- Fixed asset reconciliation
Procure to Pay Review:
- Contract management and competitive bidding processes
- Irregular, fruitless and wasteful expenditure management
- Supplier Masterfile maintenance
- Cash flow forecasting and budget reporting
- Petty cash controls
Audit of Pre-determined Objectives (AOPO): Quarter 3 to Quarter 4 review of performance information policies and validation of reported data.
Information Technology General Controls (ITGC) Review:
- Compliance with COSO, COBIT, and ISO27001 frameworks
Human Resource Review: Appointments, promotions, disciplinary processes, leave and performance management, training and development, succession planning, and payroll.
Compliance Review: Assessment of the Commission’s compliance with applicable laws and regulations.
Project Deliverables
- Conduct adequacy and effectiveness reviews across the specified audit universe
- Engage with SAHRC staff and management
- Complete audit files as per SAHRC audit methodology
- Prepare comprehensive audit reports with findings, root causes, recommendations, and corrective action plans
Project timelines to be determined with the service provider based on scope.
Mandatory Requirements
Phase 1 Mandatory Documents:
- Bid proposal
- Central Supplier Database Report
- Valid Tax Clearance Certificate or Tax Compliance Status (SARS PIN CODE)
- Fully completed and signed SBD forms (SBD 1, 4, and 6.1)
- Proof of Certified Information Systems Auditor (CISA) for the Senior Internal Auditor assigned to ITGC review
- Proof of Certified Internal Auditor (CIA) for the Senior Internal Auditor assigned to other reviews
- Supporting documents for claims under SBD 6.1
Failure to comply with mandatory requirements will result in disqualification.
Functionality Evaluation
Bidders must achieve a minimum threshold of 70 points out of 100 to proceed to price evaluation.
Project Methodology (30 points):
- 30 points: Project plan with milestones and timelines
- 20 points: Project plan with milestones
- 10 points: Project plan with no milestones
- 0 points: No project plan
Company Experience (30 points):
- 30 points: 7+ reference letters
- 20 points: 5-6 reference letters
- 10 points: 3-4 reference letters
- 5 points: 1-2 reference letters
- 0 points: No references
Reference letters must be signed, dated, and on company letterhead for projects of similar magnitude in the last 3 years.
Capacity and Ability (30 points):
- ITGC Senior Auditor (15 points): NQF 7 in Internal Auditing or equivalent with 7+ years’ experience for maximum points
- Other Reviews Senior Auditor (15 points): Same qualification and experience requirements
Internal Auditor (10 points):
- 10 points: NQF 7 with 4+ years’ experience
- 5 points: NQF 7 with 1-3 years’ experience
- 0 points: Less than 1 year experience
Price and Specific Goals
The 80/20 preference point system applies. Specific goals allocation:
- 10 points: 51%+ Black-owned enterprises
- 5 points: 51%+ Black women-owned
- 3 points: 51%+ Black youth-owned
- 2 points: 51%+ owned by persons with disabilities
Confidentiality and Independence
The service provider must hold all information in strict confidence, ensure staff remain independent of the activities they execute, and sign a contract with the SAHRC including the General Conditions of Contract.
