Necsa Seeks Manufacturer for Lead Pot Supply on 3-Year Contract

The South African Nuclear Energy Corporation (Necsa) has published an open tender for the manufacturing, supply, and delivery of lead pots on an as-and-when-required basis for a period of three years. This is a substantial opportunity for specialised manufacturers in the nuclear and industrial lead products sector.

Scope of Work and Specifications

The scope encompasses the manufacturing of various lead products, primarily for radiation shielding applications.

  • Standard Lead Pots (Estimated Monthly Quantities):
    • 3.2mm: 280 units
    • 6mm: 200 units
    • 13.2mm: 150 units
    • 26mm: 100 units
  • Specialised Lead Products:
    • Novatec-P pots: 300 units
    • Type A40 B: 20 units
    • Type A50 B: 40 units
    • Type A60 B: 50 units
    • Type A70 A: 30 units
    • LU 177 single-dose lead pots: 100 units
  • Material and Quality Requirements:
    • All products must be manufactured from 4% Antimonial Lead
    • Compliance with NTP-approved drawings
    • Material certificates and comprehensive data packs must accompany each delivery
    • Shielding tests to be performed at NTP
    • Colour specification: Two coats of red paint followed by one coat of blue
  • Quality Control Plan: A QCP must be submitted, with NTP reserving the right to place hold points on manufacturing activities for witnessing purposes

Mandatory Documentation

The following returnable documents must be submitted. Failure to provide these documents may result in disqualification:

  • Necsa Safety, Health and Environmental Requirements for Contractors (completed and signed pro forma document)
  • Necsa Alcohol and Drug Control Policy (completed and signed)
  • Necsa Confidentiality Agreement (completed and signed)
  • Necsa Terms and Conditions of Contract (completed and signed)
  • SBD 1: Invitation to Bid (completed and signed)
  • SBD 3.1: Pricing Schedule – Firm Prices (completed and signed)
  • SBD 4: Declaration of Interest (completed and signed)
  • SBD 6.1: Preference Points Claim Form (completed and signed)
  • SBD 7.1: Contract Form – Purchase of Goods/Works (completed and signed)
  • Proof of consortium/joint venture agreement, if applicable (written undertaking signed by all parties)
  • Tax PIN issued by SARS
  • POPIA Document (FIN-SCM-AGR-0002) completed and signed

Pre-Qualification Criteria

  • Compliance Confirmation: Bidders must submit a letter confirming full compliance with the technical specification and that no deviations will be made to the drawings.
  • Sample Provision: Successful suppliers will be required to provide a sample prior to final appointment, subject to quality control tests. A confirmation letter accepting this condition is mandatory.
  • Bidder Information: The bidder information form must be fully completed .

Technical Evaluation

Bidders must score a minimum of 80 points out of 100 to proceed to the price and preference evaluation.

  • Relevant Company Experience (30 points): Points are allocated based on the company’s years of operation in manufacturing industrial lead products. Over 5 years scores 30 points, 3-5 years scores 15, and 1-2 years scores 10.
  • Traceable Reference Letters (30 points): Bidders must provide reference letters from previous clients for whom they have manufactured and supplied lead pots or industrial lead products. More than 7 references score 30 points, 5-7 references score 20, and less than 5 references score 10.
  • Suitability of Product (20 points): Suppliers must submit datasheets or certificates demonstrating that the manufactured lead pots meet user requirements and specifications.
  • Delivery Period (20 points): Delivery within 1-2 months from receipt of purchase order scores maximum points.

Price and Specific Goals

The 80/20 preference point system applies. Specific goals are allocated based on black ownership:

  • 100% black ownership: 20 points
  • 51% – 99% black ownership: 15 points
  • 40% – 51% black ownership: 10 points
  • 0% black ownership: 0 points

Necsa may negotiate a market-related price with the highest-scoring bidder or cancel the tender if no agreement is reached.

Submission Requirements

The bid validity period is 90 working days from the closing date. The bid box at Necsa Gate 3 has a physical size limitation of 400mm x 100mm x 150mm. Responses must be submitted in clearly labelled envelopes:

  • Envelope One (Technical Proposal): Two hard copies (one original and one copy) and one electronic copy. No pricing information to be included.
  • Envelope Two (Pricing Proposal): Two hard copies (one original and one copy) and one electronic copy, including all compulsory returnable documents.
