JW Seeks Cleaning Material Supplier for Re-Advertised Tender

Johannesburg Water SOC Ltd, a state-owned entity responsible for water services in the City of Johannesburg, has re-advertised a Request for Quotation for the once-off supply and delivery of essential cleaning materials.

Tender Scope and Quantities

The RFQ covers a range of cleaning and hygiene consumables with specific quantities required:

  • Liquid floor polish (25 litres): 150 units
  • Pine thick gel concentrated cleaner (25 litres): 150 units
  • Dishwashing liquid (750ml): 150 units
  • Sanitary block deodorant (5 litres): 150 units
  • One-ply toilet paper: 25,000 units
  • Furniture polish (300ml aerosol): 150 units
  • Refuse bags (20-pack, 20 litres): 10,000 units

All products must meet specified standards, with the pine gel requiring SANS 1853 approval and the toilet paper needing SANS 1887-2 certification.

Mandatory Documentation

To qualify, bidders must submit:

  • Original valid Tax Clearance Certificate or valid SARS PIN
  • Valid BBBEE certificate or compliant sworn affidavit
  • Municipal rates and taxes statement (not older than 90 days)
  • Signed MBD 4 (Declaration of Interest)
  • MBD 8 (Past SCM Practices)
  • MBD 9 (Certificate of Independent Bid Determination)
  • Proof of CSD registration (MAAA number)
  • MBD 6.1 (Preference Points Claim Form)
  • Company registration documents with ID copies of directors/shareholders
  • Valid lease agreement or municipal account statement (not older than 3 months)

Submission Protocol

  • Closing Date: Wednesday, 09 September 2026 at 12:00
  • Submission: Only online submissions via the E-Tender Portal will be accepted
  • Format: PDF only (MS Word, Excel, and pictures are not allowed)

Evaluation Criteria

The RFQ follows the 80/20 preference point system:

  • 80 points: Price
  • 20 points: Specific Goals – Business owned by 51% or more by women

Bidders claiming women-ownership points must submit:

  • Valid BBBEE certificate from a SANAS-accredited verification agency, or
  • DTI/CIPC BBBEE certificate for Exempted Micro Enterprises, or
  • Affidavit sworn under oath
  • CIPC registration document showing percentage of ownership and share certificate

Important Requirements

  • Quotations must be on company letterheads
  • Brand names must be stated where required
  • Samples will be required – failure to submit will lead to disqualification
  • Data sheets must be attached for specific goal claims
  • Quotations received after closing date and time will not be accepted
  • Total quotation must be inclusive of all applicable taxes
