Broadband Infraco SOC Limited, a state-owned telecommunications company, has published a tender for the appointment of a panel of service providers to render guarding and escorting services across its various provincial sites on an as-and-when-required basis.
Tender Scope and Duration
The contract is for a period of three years, with an option to renew for a further two years. The scope includes a comprehensive range of security services such as access control, physical guarding, patrolling, armed response, and escorting of employees to remote sites.
Mandatory Requirements
Bidders must submit the following to avoid disqualification:
- Valid PSIRA company registration certificate
- Valid COID Workman’s Compensation compliance certificate
- Valid UIF compliance certificate
- Attendance at the compulsory briefing session

Technical Evaluation
Bidders must achieve a minimum threshold of 80 points out of 100. The functionality criteria include:
- Company Experience (20 points): 7+ contactable reference letters required for full points
- Project Team Structure (30 points): CVs and certified qualifications for top, middle, and lower management
- Project Implementation Plan (30 points): Detailed emergency response, guard deployment, escorting, and communication plans
- Proof of Resources (20 points): Office lease, vehicles, firearm handling licence, and sample PSIRA certificates
Security Specifications
The scope includes:
- Access control and monitoring of vehicles and pedestrians
- Minimum six patrols per 24-hour shift
- Escorting of Infraco personnel
- Armed response to raised alarms
- Key control and safekeeping
- Assistance during labour unrest
- Provision of branded vehicles, two-way radios, and electronic monitoring systems
Personnel Requirements
All security officers must be registered with PSIRA and display their cards at all times. Officers must hold Grade E, D, or C qualifications, be matriculated, and be able to read, write, and speak English. Minimum escort requirements are two armed security officers, with one on standby at all times.
