Limpopo Transport Dept Tender: 3-Year Cleaning Contract

The Limpopo Department of Community Safety and Transport Management has published an open tender for comprehensive general cleaning and hygiene services at its Head Office in Polokwane. This is a long-term contract with a strong emphasis on functionality, compliance, and capacity building .

Tender Scope and Service Areas

The successful bidder will be responsible for maintaining high standards of cleanliness across two major buildings:

  • Phamoko Towers: 22,666.88 m², requiring 22 cleaners and 1 supervisor
  • Paul Kruger Building: 2,681.58 m², requiring 5 cleaners and 1 supervisor

The scope includes routine daily cleaning, quarterly deep cleaning services, maintenance of hygiene dispensers, sanitary waste disposal, and the one-off installation of automated dispensing systems.

Mandatory Documentation and Financial Capacity

To qualify, bidders must submit:

  • Completed SBD 1, SBD 3.1, and SBD 4 forms
  • Letter of good standing under COIDA (Compensation for Occupational Injuries and Diseases Act)
  • Proof of registration with the National Provident Fund and PAYE
  • Financial capacity proof: Bank undertaking/overdraft facility of R300,000, three-month bank statements, or an investment account with a minimum accessible value of R300,000
  • Valid certificate for transportation of general and hazardous waste

Compulsory Briefing Session

A compulsory briefing session is scheduled for:

  • Date: Thursday, 10 September 2026
  • Time: 11:00
  • Venue: Department of Transport and Community Safety Head Office, CNR Church and Bodenstein Street, Fifth Floor: Boardroom 5-62

Attendance is mandatory; only bids from recorded attendees will be considered responsive.

Functionality Evaluation (Gate 0)

Bidders must achieve a minimum of 70 points out of 100 to proceed. The functionality criteria assess:

  • Experience (40 points): Track record in general cleaning services with government or public entities
  • Approach (25 points): Methodology and strategy
  • Staffing (20 points): Competence and proposed personnel
  • Equipment (15 points): Availability of necessary cleaning machinery and tools

In-Loco Inspection (Gate 2)

The Department reserves the right to conduct site visits to verify compliance. Bidders must achieve a minimum score of 90 points out of 100 based on the availability and condition of:

  • Identification cards, work suits, safety shoes, and PPE
  • Cleaning equipment: Vacuum cleaners, buffing machines, ladders, and colour-coded mops
  • Chemicals and consumables: Toilet stain remover, deo blocks, pine gel, and disinfectants

Price and Preference Point System (Gate 3)

The 80/20 system will apply, with preference points allocated for specific goals:

  • 4 points: Enterprises owned by at least 51% women
  • 4 points: Enterprises owned by at least 51% youth
  • 3 points: Enterprises located in Limpopo Province
  • 2 points: Enterprises owned by at least 51% black people
  • 2 points: Enterprises owned by at least 51% persons with disability
  • 2 points: Enterprises located in rural areas or townships
  • 2 points: Enterprises owned by at least 51% military veterans
  • 1 point: Small, Medium, and Micro Enterprises (SMMEs)
