The Petroleum Oil and Gas Corporation of South Africa (PetroSA) has released an open tender for comprehensive canteen and catering services at its Mossel Bay operations. This Request for Bid presents a significant opportunity for qualified catering enterprises to secure a contract at one of South Africa’s strategic energy sector facilities .
Tender Scope and Operational Requirements
The successful service provider will be responsible for delivering canteen services to PetroSA personnel, tenants, and suppliers across multiple sites in Mossel Bay. The GTL Refinery Admin Building accommodates approximately 387 employees daily, while the broader Mossel Bay operation supports an estimated 2,249 employees and contractors on weekdays.
The scope includes daily meal and takeaway services, special functions catering, and executive management lunches with a 48-hour notice period. All meals must be freshly prepared, nutritional, and of high standard, with diverse menu options allowing staff to customise their meals .
Facilities and Rental Arrangements
PetroSA will provide secure premises with equipped industrial kitchens and coffee shop facilities (excluding specialty coffee machines) across three areas totalling 337m²:
- Mossel Bay Canteen: 265m²
- Admin Building: 40.5m²
- COE Building: 31.5m²
The successful bidder will be billed for electricity, water usage, and maintenance costs, including repairs to equipment damaged through negligence or improper use.
Pre-qualification and Eligibility Criteria
This tender is set aside for Enterprise and Supplier Development. Only suppliers meeting the following pre-qualification requirements will proceed to technical evaluation:
- At least 51% black-owned and 30% women-owned enterprise
- Must be a Qualifying Small Enterprise (QSE) with annual turnover between R10 million and R50 million, or an Exempted Micro Enterprise (EME) with turnover below R10 million
- Proven operating history of three years or more with full-time presence in South Africa, preferably in the Eden District and broader Western Cape
- Valid B-BBEE certificate with Level 1 or 2 status
Mandatory Documentation and Submission
Bidders must submit:
- Company profile with B-BBEE certification and staff complement
- Proposed menu with comprehensive pricelist
- Rental offer for premises
- Proof of financial soundness (bank letter of good standing)
- Valid COID certificate and public liability insurance
- Three contactable references from similar services

Evaluation Process
The tender follows a strict evaluation framework:
- Elimination Phase: Bidders must demonstrate ability to provide comprehensive services at the required location with five years’ industry experience
- Technical/Functionality Evaluation: Minimum 70% threshold score required
- Preference Points System: 80/20 system applies (80 points for price, 20 points for B-BBEE status level)
B-BBEE status levels translate to preference points as follows: Level 1 (20 points), Level 2 (18 points), Level 3 (14 points), Level 4 (12 points), Level 5 (8 points), Level 6 (6 points), Level 7 (4 points), Level 8 (2 points).
Site Inspection and Clarification Meeting
A non-compulsory scope clarification meeting and site inspection is scheduled for Thursday, 10 September 2026 at 11:00 at the PetroSA GTL Refinery in Mossel Bay. Interested suppliers must complete the Access Permit form and submit via email by 10:00 on 08 September 2026. ID documents will be required for site access.
