Ray Nkonyeni Local Municipality has published an open tender for the provision of business-class fiber internet access, point-to-point fiber connections, and related software acquisitions for a three-year period. The tender, designated 8/2/RNM0659, seeks a qualified and experienced service provider to enhance the municipality’s network infrastructure and connectivity.

Tender Overview

The primary objective is to appoint a service provider to deliver a comprehensive fiber connectivity solution, including internet access, point-to-point connections, and software acquisitions to support the municipality’s operations. Bids must be submitted in a sealed envelope to the Municipal offices at 10 Connor Street, Port Shepstone, by 28 September 2026 at 12:00 PM. A compulsory virtual clarification meeting will be held via Microsoft Teams on 15 September 2026 at 10:00 AM, with bidders required to register by emailing Sinenhlanhla.Qwabe@rnm.gov.za no later than 14 September 2026 at 16:00.

Scope of Work

The appointed service provider will be responsible for provisioning and maintaining fiber connectivity across multiple municipal sites, including internet access for the Port Shepstone and Margate offices (500Mbps 1:1 IPT), point-to-point connections between key locations, and related software acquisitions.

Key deliverables include:

  • Fiber internet access with routers at designated municipal sites
  • Point-to-point fiber connections between municipal buildings
  • Sophisticated network security, including the latest Sophos Firewall edition with 24/7 support
  • Software provisioning, including domain certificate renewal, Web Marshal Web Filtering, and Symantec Endpoint Protection
  • Network monitoring tools with inventory and reporting capabilities
  • Optional network support, new point installation, and existing point repairs on an as-and-when basis

Key Requirements

Bidders must hold a valid ICASA license and provide staff with a valid network certification (e.g., N+/CCNA) and at least 5 years’ work experience, with certification and a detailed CV with references attached. Service providers must be registered on the Central Supplier Database (CSD), and members or directors who are state employees are not permitted to bid.

Evaluation Process

The 80/20 preference point system applies. Functionality evaluation (minimum 60% score required) is based on company experience in electronic communication and networking. Price is scored out of 80 points, and up to 20 points are awarded for specific goals (companies located within KZN receive 20 points, outside KZN receive 10 points). Submissions require one original bid document plus one copy. The validity period is 120 days.
