Saldanha Bay Municipality has published an open Request for Bid (RFB) for the supply and delivery of laptops and accessories. The tender, designated SBM 07/26/27, seeks to appoint a qualified supplier to provide standardized IT equipment for the municipality for a period ending 30 June 2027.
Tender Overview
The primary objective is to establish a supply agreement for the provision of laptops and complementary accessories to standardize municipal computing infrastructure and align procurement with national preferential purchasing policies . Bids must be submitted in a sealed envelope to the tender box at the Investment Centre, 15 Main Road, Vredenburg, by 18 September 2026 at 12:00 PM. No briefing session is scheduled for this tender .
Scope of Work
The successful bidder will supply four core item categories, with estimated quantities of 40 units per category:
- Laptop: Dell Pro 16 16-inch Core Ultra 5 Win 11 Pro AI laptop or equivalent, with specified technical requirements.
- Docking Station: Must be compatible with the laptop, support at least two external monitors, and include specified ports.
- Notebook Backpack: At least two compartments, with one padded for laptop protection.
- Security Chain: Resettable combination wedge lock (spring-type cables prohibited).
All products tendered must match the minimum specification or be superior to it .
Key Requirements
Bidders must provide proof of relevant experience in the supply and delivery of laptops and accessories at a government institute . Acceptable proof includes copies of invoices with proof of payment, appointment letters, or reference letters not older than three years and covering at least two contracts. Bidders must also be registered on the Central Supplier Database and be tax-compliant. A valid B-BBEE certificate or sworn affidavit must be submitted.
Evaluation Criteria
The 80/20 preference point system will be used, with 80 points for price and 20 points for specific goals (10 points for B-BBEE status level and 10 points for locality) . Points for locality are awarded based on the bidder’s business address within Saldanha Bay Municipality (10 points), West Coast District (5 points), or Western Cape (2 points). Bids remain valid for a minimum of 90 days, automatically extending until the contract is signed.
