The South African Broadcasting Corporation (SABC) has published a Request for Proposal (RFP) for the appointment of a service provider to deliver comprehensive physical security services at its Auckland Park offices. The tender, designated RFP/RIS/2026/10251657/19, seeks a qualified and experienced security firm for a five-year contract.
Tender Overview
As a National Key Point (NKP) site declared under the National Key Points Act, the SABC requires trained security personnel to perform 24-hour physical security services. The successful bidder will be responsible for safeguarding personnel, assets, and critical broadcasting infrastructure while ensuring strict compliance with national security regulations and statutory frameworks. Bids must be submitted electronically via email to rfpsubmissions@sabc.co.za by 16 September 2026 at 12:00 . A non-compulsory virtual briefing session will be held on 03 September 2026 at 09:00 via Microsoft Teams.
Scope of Work
The appointed service provider will deliver a full spectrum of physical security services, including:
- Providing 101 NKP officers for Day shift and 68 for Night shift, totaling 169 trained officers (excluding relievers), with Grade B supervisors and Grade C guards.
- Managing access and egress control, guarding, patrolling, and protection of assets and personnel.
- Operating a 24-hour control room with CCTV monitoring, alarm systems, and radio communications.
- Handling after-hours reception and switchboard duties on weekdays, weekends, and public holidays.
- Supplying all necessary security aids, including batons, handcuffs, 9mm pistols, and two-way radios.
- Providing roving patrols, emergency response teams, and ad-hoc services for special events and outside broadcasts.
Mandatory Requirements
Bidders must submit a range of mandatory documents, including:
- Certified copy of a valid Company Firearm License (minimum 1 pistol).
- Certified copy of a valid PSIRA Certificate.
- A certified copy of the NKP Certificate for a NKP site.
- Proof of Physical Address for Site Office within Gauteng Province, with a control room.
- SARS “Pin” to validate supplier’s tax matters.
- Proof of Valid TV License Statement for the company, shareholders, and all directors.
- Valid COID and UIF Letters of Good Standing.
Evaluation Process
Bids that comply with mandatory requirements will be evaluated in several stages:
1. Paper-Based Technical Evaluation: Criteria include previous experience in physical security (40 points), risk management and implementation plan (20 points), and a proposal on guard patrolling systems (10 points).
2. Site Inspection: To verify the bidder’s operational capacity, including a compliant control room, firearm safe, patrol vehicles, and uniform availability. This phase requires a minimum of 85 points.
3. Price and Specific Goals: The 90/10 preference point system will apply, with 90 points for price and 10 points for B-BBEE specific goals.
