Dawid Kruiper Municipality Tender for Security Services Opens

Dawid Kruiper Local Municipality has published an open tender (TN040/2026) inviting qualified security service providers to render external guarding services at the Eiland Holiday Resort, Rose Park, and Reitzpark until 31 January 2027 . This short-term contract offers an immediate opportunity for PSIRA-registered companies to demonstrate their capabilities .

Tender Overview and Key Dates

The tender seeks a service provider for security services at three municipal properties in Upington. Bids close on 4 September 2026 at 14:00, with no compulsory briefing session . The bid validity period is 120 days from the closing date.

Staffing Requirements

The required security deployment is structured as follows:

  • Eiland Holiday Resort: 4 guards per 12-hour shift, with 3 guards patrolling and 1 at the gate
  • Rose Park and Reitzpark: 8 guards per day (6 night guards and 2 day guards), divided between the two parks

All guards and supervisors must be PSIRA-registered, with the company providing proof of registration .

Compulsory Documentation

Bidders must submit a comprehensive compliance package including:

  • PSIRA registration certificate for the company
  • List of 20 PSIRA-registered security officers with PSIRA numbers on company letterhead
  • Proof of a local office within Dawid Kruiper Municipal Jurisdiction (municipal account or valid lease agreement)
  • 3 Contactable references (signed reference letters on clients’ letterhead)
  • CSD registration proof
  • Tax Compliance Status Pin

Failure to submit any of these documents will render the bid non-responsive.

Preference Points and Evaluation

Bids will be evaluated using the 80/20 preference point system, with 20 points allocated for locality (businesses within Dawid Kruiper boundaries scoring maximum points). Price points will be awarded based on the formula for lowest acceptable tender. Bidders must complete all required MBD forms (MBD 1, MBD 4, MBD 6.1, MBD 7.1, MBD 8, and MBD 9). All prices must be inclusive of VAT, valid for 120 days, and include delivery costs.

Liability and Compliance

The municipality takes no responsibility for injury or harm to security officers. The company will be held responsible for any damage or loss to property, with costs to be reimbursed within 14 days of notification. Municipal protection services will conduct weekly inspections to verify adherence to specifications.
