Scope of Services and Requirements

The mandate requires comprehensive hospitality solutions, including bed, breakfast, and dinner accommodations. Providers must also supply fully equipped conferencing facilities featuring projectors, whiteboards, stationery, and comprehensive catering services, including morning and afternoon teas with snacks, as well as lunch.

Compulsory Documentation Requirements

Interested bidders must submit a comprehensive bid package including:

  • Tax Compliance Status Letter or Tax Compliance Pin Number
  • Company registration documents (e.g., CK certificate)
  • Proof of registration on the Central Supplier Database (CSD)
  • Municipal rates and taxes clearance certificate (not older than three months from closing date)
  • Valid lease agreement if operating from leased premises
  • List of similar projects executed in the past five years with client contact details, description, and contract values (include signed appointment letters and/or purchase orders)

Evaluation Criteria and Preference Points

The municipality will apply the 80/20 preference points system as stipulated in the Preferential Procurement Policy Framework Act (PPPFA) and the Preferential Procurement Regulations, 2017. This system allocates points for both price and specific goals, with preference points available for:

  • 100% Black ownership – 10 points
  • 100% Women ownership – 5 points
  • Youth ownership – 3 points
  • Disability status (verified by medical certificate) – 2 points

Strict Submission Protocols

Sealed bid documents must be clearly marked with the tender number and description on the outside. They must be hand-delivered or couriered and deposited into the official Bid Box at the front main entrance of the Thohoyandou Civic Centre, Old Agriven Building. Late, faxed, or emailed submissions will be summarily disqualified.
