Ithala Seeks Security Services for Madadeni Estate

Ithala Development Finance Corporation (IDFC) has released a Request for Proposals (RFP10/26) inviting experienced security service providers to render 24-hour guarding services at Madadeni Industrial Estate in KwaZulu-Natal for a 36-month period.

Tender Overview and Key Dates

This open tender, published on 19 August 2026, requires bidders to submit proposals by 23 September 2026 at 11:00 AM . A compulsory online briefing session will be held on 03 September 2026 at 10:00 AM via MS Teams. Bids must be deposited in the tender box at Ithala Trade Centre, 29 Canal Quay Road, Point Waterfront, Durban, with one original and one electronic (USB) copy required.

Site and Staffing Requirements

Madadeni Industrial Estate requires a dedicated security presence comprising:

  • 4 Grade C guards – day shift (Monday to Sunday)
  • 4 Grade C guards – night shift (Monday to Sunday)
  • 1 Armed Supervisor (Grade C) – day shift
  • 1 Armed Supervisor (Grade C) – night shift
  • 1 Dedicated 24-hour site patrol vehicle

All guards must be registered with PSIRA, possess police clearance not older than six months, and maintain full uniform with visible identification . The service provider must ensure wages comply with Bargaining Council rates .

Mandatory Documentation and Compliance

Bidders must submit a comprehensive compliance package including:

  • CSD registration and valid SARS Tax Compliance Status
  • PSIRA registration as a security service provider
  • Valid PSIRA Letter of Good Standing
  • Valid Section 13A confirmation letter from PSSPF
  • COIDA Letter of Good Standing
  • Proof of company firearm licences and firearm competency certificates (2 for Madadeni)
  • Valid PSIRA certificates for security guards (10 certificates for Madadeni)
  • A 24-hour dedicated control room within KwaZulu-Natal
  • Proof of Public Liability Insurance (minimum R5 million cover) to be provided within 7 working days of award

Functionality Evaluation Criteria

Bids will undergo a three-stage evaluation. For Stage 2 (Functionality), a minimum of 70 points out of 100 is required to proceed . Evaluation criteria include:

  • Company References (20 points): Minimum 2 client-signed reference letters for 24-hour security services
  • Operations Manager (15 points): Grade A PSIRA certificate with 3+ years’ experience
  • Equipment and Uniforms (20 points): Detailed submission covering ID cards, equipment, patrol vehicles, and uniforms with pictures
  • Control Room (10 points): 24-hour dedicated primary control room
  • Bidder Capacity (20 points): Staff posting plan and resources
  • Riots Plan (15 points): Detailed riot response plan, firearm types, valid company firearm licenses, and competency certificates

Preference Points (80/20 System)

Specific goals allocation includes:

  • ≥51% Black Ownership – 5 points
  • ≥33% Women Ownership – 5 points
  • ≥33% Youth Ownership – 5 points
