eDumbe Municipality Tender for Microsoft 365 Services Opens

eDumbe Local Municipality has published an open tender (EDUMT07/2026/27) inviting experienced Microsoft partners to supply, implement, and support Microsoft Office 365 Business Standard, including Microsoft Teams, for a period of thirty-six months.

Tender Overview and Key Dates

The tender seeks to provision 150 Microsoft Office 365 Business Standard user licenses across the municipality. Bids close on 21 September 2026 at 12:00 PM, with no compulsory briefing session. Documents are available for free download from 21 August 2026 on the e-Tender portal and eDumbe’s website.

Scope of Work and Deliverables

The successful bidder must deliver:

  • 150 user licenses including full Office desktop applications (Word, Excel, PowerPoint, Outlook, etc.)
  • Full “as-is” tenant migration preserving existing configurations, user accounts, mailboxes, OneDrive data, SharePoint sites, MS Teams channels, and security groups
  • Directory synchronisation maintenance between on-premises Active Directory and Microsoft 365
  • Quarterly and annual reporting on license usage and status
  • Technical support throughout the contract period

Mandatory Documentation

Bidders must submit a comprehensive package including:

  • Proof of being a Microsoft Certified Partner or Microsoft Solutions Partner (mandatory – failure results in immediate disqualification)
  • Valid SARS Tax Compliance Status PIN
  • CSD registration report
  • COIDA Letter of Good Standing
  • Company registration and certified ID copies of directors
  • Municipal rates clearance or proof of residence/lease agreements

Functionality Evaluation Criteria

Bids must achieve a minimum 70 points out of 100 to proceed. Evaluation covers:

  • Company Experience (30 points): Minimum 3 reference letters for Office 365 provision in the RSA public sector
  • Technical Support Capability (20 points): Comprehensive support model with helpdesk, escalation procedures, and SLA commitments
  • Key Personnel Experience (30 points): Lead Technician with Microsoft Certification (Enterprise Administrator Expert) and 5+ years’ experience; Project Manager with IT degree and certification
  • Partner Status (20 points): Microsoft Solutions Partner or equivalent designation

Service Level Requirements

  • Response time to queries: within 4 hours
  • License assignment or user issue resolution: within 24 hours
  • Escalation resolution: within 48 hours
  • Cloud service uptime: Aligned with Microsoft’s global SLA (99.9%)

Preference Points (80/20 System)

Up to 20 preference points are allocated for Locality:

  • 20 points: Business located within KwaZulu-Natal boundaries
  • 15 points: Business located outside KZN
  • 0 points: Missing or invalid proof
