ECDPW Seeks Security Services Provider for 36 Months

The Eastern Cape Department of Public Works and Infrastructure has issued open tender SCMU5-26/27-0047 for the appointment of a service provider to deliver comprehensive security services for a period of 36 months. This strategic contract covers the Head Office and various regional clusters across the province, ensuring the safety of critical government assets.

Scope of Works and Coverage

The mandate requires robust, professional security solutions to safeguard departmental personnel, infrastructure, and operations. The scope spans multiple critical nodes, including Head Office Clusters 1 through 8, as well as the OR Tambo and Alfred Nzo regional clusters. Service providers must ensure 24/7 site protection, strict access control, and adherence to departmental safety protocols.

Mandatory Compliance Requirements

Bidders must submit the following documents with their bids:

  • Valid PSIRA company registration certificate (with expiry date)
  • Valid PSIRA letter of good standing for the company (with expiry date)
  • Valid PSIRA registration certificates for all directors (Grade A or B, with expiry date)
  • Proof of registration with the National Bargaining Council for the Private Security Sector (NBCPSS)
  • Valid NBCPSS letter of good standing (with expiry date)
  • Proof of registration as an employer with the Department of Labour (COIDA), showing both UIF and SARS reference numbers
  • Valid certified COIDA letter of good standing (with expiry date)
  • Certified valid certificate of compliance from Department of Labour for Unemployment Insurance Fund (UIF) (with expiry date)
  • Grade C stamped bank rating letter from a financial institution
  • Proof of valid Public Liability Insurance (minimum R2,000,000)
  • Proof of two branded company vehicles (licence discs and photographs) OR a certified letter from a reputable car rental company confirming availability of vehicles within 5 working days of award
  • Completed and signed SBD 4 (Declaration of Interest)
  • Completed Annexure A (Resolution to Sign, if applicable)
  • Completed SBD 3.1 (Pricing Schedule – Firm Prices)
  • Completed SBD 1 (Part A and Part B)

Strict Submission Protocols

Sealed bid documents must be clearly endorsed with the bid number, description, and closing date. Telegraphic, telephonic, facsimile, or e-mailed tenders will not be accepted under any circumstances.
