Air Traffic and Navigation Services Company Limited (ATNS) has issued a Request for Proposal for the appointment of a service provider to supply and deliver comprehensive cleaning and hygiene services. This strategic five-year contract targets qualified facility management firms to maintain critical aviation infrastructure in the Bloemfontein region on an as-and-when-required basis.
Project Overview and Scope
The successful service provider will deliver professional cleaning services at three ATNS sites:
- Bram Fischer International Airport (Bloemfontein) – 2 cleaners, 712m² cleanable space
- Kimberley Airport – 1 cleaner, 370m² cleanable space
- Upington International Airport – 1 cleaner, 437m² cleanable space
The scope includes daily and periodic cleaning of offices, boardrooms, ablution facilities, kitchens, and specialised areas such as control towers. Window cleaning is required monthly, with carpet deep cleaning and emergency exit door windowpanes on an ad hoc basis . Service providers must comply with strict health and safety standards, including colour coding for infection control, SABS-approved chemicals, and full PPE for staff . Equipment rental, maintenance, consumables, and labour costs are priced separately.
Mandatory Compliance Requirements
Bidders must meet the following mandatory requirements:
- Attendance at the compulsory briefing session
- Minimum of 5 contactable reference letters (official letterhead) for similar cleaning services completed within the past 5 years
- Valid Letter of Good Standing (COIDA) or Registered Mutual Association
- Valid membership with NCCA or BEECA
- Site Manager CV with a minimum of 5 years’ cleaning experience
- Public Liability Insurance with minimum cover of R2 million
- Proof of local presence in the Free State and Northern Cape (municipal account or lease agreement)
Evaluation Criteria: Administrative, Mandatory, and Price & Specific Goals
The evaluation follows a three-stage process:
- Stage 1: Administrative Requirements – SARS TCS PIN
- Stage 2: Mandatory Requirements – All criteria listed above
- Stage 3: Price and Specific Goals – 80/20 preference point system
Specific goals include:
- 51% Black Owned suppliers: 10 points
- 30% Black Woman Owned suppliers: 10 points
Compulsory Briefing Session
Attendance at the pre-bid clarification meeting and site visit is strictly mandatory. Bidders who fail to attend and sign the official register will be summarily disqualified from the evaluation process.
