The Eastern Cape Department of Cooperative Governance and Traditional Affairs invites qualified service providers to submit bids for comprehensive cleaning and hygienic services. This thirty-six-month contract aims to maintain a clean, healthy, and safe working environment in line with the Occupational Health and Safety Act .

Scope of work

The appointed service provider will be responsible for cleaning and hygiene services across specified ECCOGTA facilities. The work includes:

  • Cleaning stairs, passages, toilets, washrooms, lifts, windows, foyers and entrance halls.
  • Daily cleaning of passages before 08:00.
  • Deep cleaning of carpets and weekly deep cleaning of toilets, floors, walls and lift areas.
  • Fumigation and pest control.
  • Supply of SABS-approved cleaning materials and two-ply toilet paper.
  • Sanitary-bin servicing and sanitary-waste removal.
  • Regular replenishment of toilet paper, soap and air fresheners.
  • Cleaning and maintenance of floors, entrances, carpets and stairs.

  • Tyamzashe Building: 4202 square metres
  • Disaster Management: 970 square metres
  • House of Traditional Leaders: 348 square metres
  • Phalo House: 1277 square metres
  • Global Life: 80 square metres
  • Bhisho Business Village: 695 square metres
  • Palm Square (East London): 1090 square metres

Minimum Requirements

Experience in the Cleaning Services Industry:

  • Minimum of three completed contracts in the cleaning services industry
  • Each contract must have a minimum uninterrupted duration of two years
  • Contracts must have been awarded within the past five years

Supporting Documents:

  • Verifiable reference letters from satisfied clients on letterhead with contactable details (fixed landlines, email, contact person)
  • Valid proof of disposal certificate from waste removal company (if using another institution’s certificate, provide a signed agreement between both parties)

Financial Viability:

  • Three-month bank statement with favourable minimum balance of R300,000.00 OR
  • Overdraft facility with minimum available balance of R300,000.00 OR
  • Latest Audited Financial Statements (not older than 2024/25) with positive net asset position of R300,000.00 or more OR
  • Independently reviewed Financial Statements with positive net asset position of R300,000.00 or more

Staffing and evaluation

The successful bidder must appoint at least 15 cleaners, including a supervisor, provide employee identification cards and submit a detailed work plan covering implementation, management, monitoring and compliance.

Evaluation takes place through administrative compliance, functionality and price/preference stages. A minimum functionality score of 70 out of 100 is required before bidders proceed to the final stage. The final evaluation uses an 80/20 preference point system, with 80 points for price and 20 for specific goals.
