Scope of Work
The successful bidder will provide security services at various municipal sites, which may be amended, increased, or reduced with 30 days’ notice. Services require providing all labour, uniforms, radio communications, torches, handheld metal scanners, guardhouses, and ablution facilities. A supervisor must be available to attend to queries within one hour. An operational control room with 24/7 monitoring and a PSIRA Grade B controller is mandatory, and must be located within Mossel Bay or within 60km of the Main Municipal Building.
Mandatory Requirements
- PSIRA Registration: Company and all security officers (Grade B/C minimum) must be registered with the Private Security Industries Regulatory Authority (PSIRA).
- Operational Control Room: Proof through lease or ownership agreements and photographs must be submitted.
- Public Liability Insurance: Minimum R50,000,000.00 coverage required.
Evaluation Process
Bids will be pre-evaluated on functionality criteria, with a minimum threshold of 37 out of 46 points required to proceed:
- Company Experience: A maximum of 25 points for experience in rendering security services.
- References: A maximum of 21 points based on three completed reference questionnaires.
Preference Points
Responsive bids will be evaluated using the 80/20 or 90/10 Preference Points System. Specific goals points are allocated as follows:
- 50% for B-BBEE Status Level of Contributor .
- 50% for Locality: Mossel Bay municipal area (10 points), Garden Route District region (6 points), Western Cape or other provinces (4 points).
Submission Details
Completed tender documents must be placed in a sealed envelope, clearly marked with the number, title, and closing date, and deposited in the tender box at the Mossel Bay Town Hall by 12:00 on 11 September 2026. Late, faxed, or emailed tenders will not be accepted. Tender documents are available for a non-refundable fee of R280.00 or free from the municipal website.
