The Special Investigation Unit (SIU) has issued Request for Quotation RFQ 088 2026/27 for the provision of catering services in the Western Cape. This targeted procurement seeks capable local catering enterprises to support a vital official workshop in Cape Town.

Scope of Works and Service Delivery

The appointed service provider will be responsible for catering for two days at the NPA offices, 115 Buitengracht Street, Cape Town. The menu requirements are:

12 August 2026 (20 delegates):

  • Breakfast: Tea/coffee with sweet and savoury pastries
  • Lunch: Roast chicken portions, beef stew and rice, roast vegetables, pasta bake, Greek salad, and two vegetarian meals
  • Drinks: Sodas and juices

13 August 2026 (19 delegates):

  • Breakfast: Tea/coffee with sweet and savoury pastries
  • Lunch: Hake fillets, potato wedges, basmati spicy rice, creamy spinach, and butternut
  • Drinks: Sodas and juices

Mandatory Requirements

To be considered, bidders must comply with the following mandatory requirements:

  • CSD Registration: Proof of National Treasury Central Supplier Database (CSD) registration with a summary report and compliant tax status
  • Certificate of Acceptability: A valid health certificate/COA for the food premises
  • Reference Letter: One reference letter where similar catering services were successfully rendered
  • SBD Forms: Fully completed and signed SBD 4 and SBD 6.1
  • B-BBEE Certificate: Valid B-BBEE certificate or sworn affidavit (if claiming preference points)

Mandatory Compliance and Requirements

Bidders must submit a valid Central Supplier Database (CSD) registration, a SARS Tax Compliance Status PIN, and a valid B-BBEE certificate or sworn affidavit. The SIU reserves the right to verify health certificates with the local municipality, and negative outcomes may result in immediate disqualification regardless of pricing competitiveness.

In strict alignment with SIU’s secure procurement policies, quotations must be submitted exclusively via email to rfq@siu.org.za or through the National Treasury e-Tender portal. Hand-delivered, faxed, or late submissions will not be accepted under any circumstances.
