Scope of Security Services
The appointed service provider must deliver 24/7 security guarding services, 365 days a year. The scope includes:
Staff Requirements:
- 2 Supervisors (Grade B): Managing security officers, access control, and incident reporting.
- 20+ Security Officers (Grade C): Deployed at the public gate, pay point, screening/searching, patrolling, and estate areas.
- Night Guarding: Monitoring suspicious behavior and clocking into the electronic monitoring system.
- Estate Patrols: Removing snares, monitoring for illegal entry, and working with SAPS and JMPD.
Access Control Duties:
- Registering all vehicles using a vehicle control/management system.
- Searching pedestrians for unauthorized items.
- Enforcing garden by-laws (no pets, bicycles, loud music, or fires at non-designated areas).
- Managing visitor parking and issuing parking cards .
Mandatory Documentation
Bidders must submit the following documents (failure WILL lead to disqualification):
- A copy of the company’s Central Supplier Database (CSD) registration report.
- Valid company PSIRA registration certificate as a security service provider.
- Valid PSIRA certificates of company owners or management.
- Certified copy of a valid ICASA licence or PTT communication contract.
- Documentary proof of an operating office in Gauteng province.
- Valid letter of good standing from the Compensation Commissioner (COIDA).
- A signed copy of the company’s Health and Safety Policy.
- Liability Insurance Cover (minimum R5 million per claim).
- Completed and signed SBD forms and compulsory briefing session certificate.
Evaluation Criteria
Stage 1: Functionality (Minimum 70 points required)
- Company Experience (30 points): In-depth experience and track record in security services.
- Financial Capacity (15 points): Bank ratings and audited financial statements.
- Experience and Qualifications (45 points): CVs, qualifications, and experience of the Site/Project Manager and two supervisors.
- Training Plan (10 points): Detailed training and skills development plan .
Stage 2: Site Inspection
- The physical inspection of offices and equipment in Gauteng will be limited to bidders who pass the functionality threshold.
Stage 3: Price and Specific Goals (80/20 system)
- 80 points for price.
- 20 points for specific goals (Black Ownership and Female Ownership).
