Compulsory Site Briefing

A compulsory site briefing will be held on Wednesday, 22 July 2026 at 12:00 at the Eiland Agriculture Research Station, Louisvale Road, Upington. Attendance is mandatory, and failure to attend will result in disqualification. Bidders must familiarise themselves with the site conditions and the scope of work before submitting their quotations.

Technical Specifications and Scope of Work

The scope includes the supply and installation of a solar-powered surveillance camera system designed to protect critical infrastructure such as pumps, automated irrigation systems, and water tanks. Key requirements include:

  • Surveillance Camera: Solar-powered with 30m night vision, human motion tracking, pan-tilt functionality, two-way audio, and 6MP HD image quality. The camera must have a 20000mAh battery capable of powering the system for 3-4 days without sunlight, with IP67 waterproof rating and steel construction for durability.
  • Laser Beam Sensors: Eight (8) solar-powered wireless sensors with 30m detection range, motion sensor control, and alarm activation.
  • Features: The system must include advanced laser infrared vision, dual-lens capability (wide-angle and PTZ zoom), Ubox app compatibility for live monitoring, and multiple storage options (TF card up to 128GB and cloud storage). Overall visibility range is 500-1000 metres.
  • Installation: Complete installation at the specified address, including commissioning, testing, and handover of the system.

Mandatory Submission Requirements

Bidders must submit the following documents to be considered responsive:

  • Completed and signed SBD forms (SBD 4 and SBD 6.1)
  • Valid Tax Compliance Status PIN or Tax Clearance Certificate
  • CSD Full Report (with CSD registration number)
  • Company Registration Certificate (CIPC)
  • Certified copies of ID documents of all directors
  • Quotation on official company letterhead
  • Completed and signed Pricing Schedule
  • Proof of attendance at the compulsory site briefing
  • Declaration of Interest (SBD 4)

Evaluation and Preference Points

The quotation will be evaluated using the 80/20 preference point system, where the lowest acceptable price scores 80 points. The remaining 20 points are allocated to specific goals as follows:

  • Ownership by HDIs (51%+): 6 points
  • Ownership by Women (51%+): 4 points
  • Ownership by Youth (51%+): 4 points
  • Ownership by People with Disabilities (51%+): 2 points
  • B-BBEE Status Level 1-4: 2 points
  • Promotion of SMMEs (RDP Goal): 2 points
