The Special Investigating Unit (SIU) has released a Request for Quotation (RFQ) for the provision of catering services at its Eastern Cape Provincial Office in KuGompo City. This once-off procurement opportunity requires a caterer to provide lunch for 25 members on 01 September 2026 at the SIU’s Sanlam Park offices .

This is a fast-moving opportunity with a tight turnaround, reflecting the SIU’s commitment to efficient procurement to support its anti-corruption mandate.

Scope of Work and Menu Requirements

The successful bidder will be required to provide a comprehensive lunch service for 25 members at the SIU EL Office, 59 Western Avenue, Vincent, KuGompo City. The specified menu includes:

  • Roast chicken pieces and beef stew
  • Creamy samp, spinach, and savoury rice
  • Butternut and beetroot salad
  • Assorted 300ml cool drinks and juices
  • Full cutlery, crockery, and condiments to be supplied

The SIU will not accept incomplete proposals or incorrect menus.

Mandatory Eligibility Requirements

Bidders must meet the following requirements to be considered compliant:

  • Registration on the National Treasury Central Supplier Database (CSD)
  • Tax compliance (CSD Overall Tax Status must be compliant)
  • Valid Certificate of Acceptability for food premises (health certificate)
  • One reference letter from a similar successful catering service rendered

Failure to submit any of these documents will result in disqualification.

Administrative Compliance Documents

Bidders must submit the following documentation:

  • B-BBEE Certificate or Sworn Affidavit (if applicable) – bidders who do not submit this will not receive preference points
  • CIPC Company Registration certificate
  • SARS Tax Compliance PIN
  • Fully completed and signed RFQ document including SBD4 and SBD6.1
  • Certified ID copies of all Company directors

The SIU reserves the right to request missing administrative documents, except for the B-BBEE certificate.

Submission Instructions

All proposals must be emailed to rfq@siu.org.za on or before the closing date and time .

Critical Submission Requirements:

  • The complete proposal must be sent as ONE attachment only – failure may result in disqualification
  • No physical or late submissions will be accepted
  • Faxed and emailed tenders are accepted, but the onus is on the bidder to ensure complete receipt by the due time

Evaluation and Award Criteria

This RFQ will be evaluated using the 80/20 preference point system as stipulated in the Preferential Procurement Regulations 2022:

  • Price: 80 points
  • B-BBEE Status Level of Contribution: 18 points
  • Specific Goals (More than 50% Black ownership): 2 points

The SIU promotes “best value” in contract awards, incorporating expertise and experience alongside price.

Important: The bid will only be awarded to a bidder who passes the SIU’s Internal Integrity Unit screening and/or State Security Agency vetting. Failure to pass could result in SIU not awarding the bid irrespective of points scored.

Disqualification Conditions

Quotations will be invalidated/disqualified in the following instances:

  • Quotation pages not signed
  • SBD4 Declaration of Interest form not completed and signed
  • SBD information proven incorrect
  • CSD tax clearance non-compliant
  • Late or incomplete submissions
  • Bidders listed on National Treasury’s database of restricted suppliers or defaulters
  • Bidders under investigation for corrupt activities
