Scope of Work
The contract calls for the supply and delivery of a wide range of general office stationery items as and when required for 36 months. The schedule of rates lists over 100 items, including branded pens, accessible files, calculator with solar panel, lever arch files, memory sticks, and various paper products.

- Declaration with respect to Occupational Health and Safety Act: Completed and signed
- MBD 4: Declaration of Interest – completed and signed
- MBD 5: Declaration for Procurement Above R10 Million (if applicable)
- MBD 6.1: Preference Points Claim Form – completed and signed
- MBD 8: Declaration of Bidder’s Past Supply Chain Management Practices
- MBD 9: Certificate of Independent Bid Determination
- Official Tender Form: Completed and signed
- CSD Report: Proof of registration on Central Supplier Database (MAAA number)
- eThekwini Vendor Portal Registration: PR number (if registered)
- VAT Registration Certificate: If applicable
- Manufacturer Authorisation Letter: For distributors/retailers confirming business relationship and good standing
- Reference Letter: Minimum 3 years’ experience in stationery supply, on client letterhead showing service type, contract period, value, and signed/stamped
Evaluation and Preference Points
The 80/20 preference points system applies. Specific goals include Ownership Goal (Race: Black) and RDP Goal (promoting South African owned enterprises). Tenderers registered on the Central Supplier Database (CSD) and the eThekwini Municipality’s Vendor Portal will be evaluated. Registration on the CSD is mandatory at closing.
