DWS Seeks Construction Tools for Mthatha Dam

The Department of Water and Sanitation (DWS) has published a Request for Quotation for the supply and delivery of various construction tools, with local content requirements, for the Mthatha Dam project in the Eastern Cape. This is a targeted opportunity for suppliers of construction equipment.

Tender Overview and Key Dates

The RFQ, numbered WTE1022CE, was published on 11 July 2026, with bids closing on 28 July 2026 at 11:00 . Bids must be hand-delivered to the bid box at the entrance of the Mthatha Dam Office Building. A compulsory briefing session will be held on 23 July 2026 at 10:00 at the Mthatha Dam Construction East Site Offices. Scope of Work

The appointed supplier will supply and deliver a range of construction tools to the Mthatha Dam site. The required items include:

  • Carpenter Toolbox (1.2m x 60cm x 60cm) – 10 units
  • Brush Cutter (FS291 or similar) – 15 units
  • Industrial 12-Step Heavy Duty Step Ladder – 10 units
  • GL 3.2M Foldable Telescopic Extension Ladder – 10 units
  • Generic Multi-Purpose Folding Ladder (4×3) 12 Steps – 10 units
  • Electric Breaker (29.4-32kg) with 2 bits – 10 units
  • Steel Fold up Trolley (max load 220kg) – 3 units
  • Transport – 1 sum

Local Content Requirements

The Department requires 100% local content for steel products. A letter from the local manufacturer confirming local production and content must be submitted. Bidders must complete and submit Annexure C (Local Content Declaration), D, and E with the bidding document. All bidders must submit proof of the SARB exchange rate used, and the stipulated minimum threshold percentage for local production and content for steel is 100% as stipulated by the Department of Trade, Industry and Competition.

Evaluation Criteria

The bid will be evaluated in four phases using the 80/20 preference point system. Bidders must attend the compulsory site briefing, complete and sign SBD1, SBD 3.1, and SBD 4, and submit a valid B-BBEE Status Level Verification Certificate or affidavit. The specific goals include Women Ownership (5 points), Disability Ownership (5 points), Youth Ownership (5 points), Location of enterprise in Eastern Cape Province (2 points), and B-BBEE status level 1 or 2 contributors who are QSE or EME (3 points).

Mandatory Documents Checklist

Failure to submit any of the following will render your bid non-responsive and will result in disqualification:

  • Attendance of Compulsory Site Briefing on 23 July 2026 at 10:00
  • SBD 1 – Completed and signed Invitation to Bid
  • SBD 3.1 – Completed and signed Pricing Schedule (Firm Prices)
  • SBD 4 – Completed and signed Bidder’s Disclosure
  • SBD 6.1 – Completed and signed Preference Points Claim Form (PPR 2022)
  • CSD Registration Number – Company must be registered and compliant with National Treasury’s Central Supplier Database
  • Tax Compliance – Verified through CSD or SARS e-Filing
  • B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs)
  • Annexure C (Local Content Declaration – Summary Schedule) – Completed and signed
  • Annexure D (Imported Content Declaration – Supporting Schedule) – Completed and signed
  • Annexure E (Local Content Declaration – Supporting Schedule) – Completed and signed
  • Local Content Declaration Document in line with PPR 2022
  • Percentage Ownership Affidavit (Annexure 1) – for Women, Disability, or Youth Ownership claims
  • Location of Enterprise Affidavit (Annexure 2) – for Eastern Cape Province location claims
  • Proof of Ownership of Premises or valid rental agreement (for location of enterprise claims)
  • Letter from Local Manufacturer confirming local production and content (for steel items)
  • Resolution of Board of Directors (for companies) or Proof of Authority (for individuals)
  • Joint Venture Agreement (if applicable)
  • Offer to remain valid for 120 days from closing date

Bid Validity and Delivery

The offer must remain valid for 120 days from the closing date. Deliveries are required within 14 days of receipt of the official DWS order. All delivery costs must be included in the unit price.
