Ugu District Municipality has issued an open tender (UGU-08-1725-2026) for the use and management of approximately 500 hectares of Horseshoe Farm 9288. This strategic long-term lease targets capable agricultural and commercial entities to drive inclusive economic growth, job creation, and rural development in KwaZulu-Natal.
Scope of Land Use and Economic Development
The mandate involves utilizing arable land for commercial agricultural production and non-agricultural land for district economic priority purposes. The successful bidder will play a pivotal role in advancing the One District One Plan and Eastern Seaboard Development goals, specifically by transitioning emerging farmers into fully-fledged commercial producers.
Mandatory Functionality and Documentation
Proposals will be evaluated using a functionality, proposal, and preference framework, requiring a minimum qualification score of 60 points. Bidders must submit comprehensive documentation, including:
- Agricultural and non-agricultural land-use plans
- Valid off-take agreements at pre-agreed rates
- Letters of support from government departments or SOEs
- Proof of entity registration and relevant training certificates
Compulsory Briefing Session
Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Bidders who fail to attend will be automatically disqualified from the evaluation process.
