uMlalazi Local Municipality has issued an open tender (KZN ULM 03/26/27) for the appointment of a three-year panel of contractors to provide Heating, Ventilation, and Air Conditioning (HVAC) and refrigeration services. This strategic infrastructure maintenance contract targets qualified mechanical engineering firms to ensure optimal climate control across municipal facilities in Eshowe.
Scope of Works and Service Delivery
The appointed panel will handle the servicing, maintenance, and installation of air-conditioning and refrigeration units within municipal buildings. The scope requires urgent response capabilities, strip-and-quote assessments, and comprehensive technical support to maintain a conducive environment for public service delivery.
Mandatory CIDB Grading and Compliance
Bidders must be registered and in good standing with the Construction Industry Development Board (CIDB) with a minimum grading of 2 ME (Mechanical Engineering) or higher. Contractors must demonstrate proven experience and submit a robust skills transfer strategy to capacitate municipal technical personnel.

- Rates and Municipal Services Clearance Certificate
- Proof of Workmen’s Compensation Registration (COIDA)
- Audited Annual Financial Statements (if offer is above R10 million)
- Valid CIDB Registration Certificate (2 ME or higher)

- Supporting documents for preferential procurement goals points
- MBD 4: Declaration of Interest

- Agreement in terms of Section 37(2) of the Occupational Health and Safety Act (for contract purposes)

Compulsory Briefing Session
Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Bidders who fail to attend will be automatically disqualified.
