The Commission for Conciliation, Mediation and Arbitration (CCMA) has issued Request for Quotation RQN00000218622 to appoint a panel of recruitment advertising service providers. This strategic three-year contract targets experienced media and recruitment agencies to streamline the CCMA’s hiring processes on an “as and when required” basis.
Scope of Services and Strategic Value
The appointed panel will provide recruitment advertising services across suitable local and national media platforms. This initiative aims to streamline procurement, optimize contracting, and significantly reduce the administrative time typically spent on individual quote requests for various vacancies.
Key Service Areas
Service providers will be required to deliver comprehensive recruitment advertising services including:
- Provide expert advice and support on advertising activities
- Advise and assist in the selection of media platforms for advertising purposes
- Assist with external advertising services including layout and design, editing, proofreading, and content checking before placement
- Arrange placement of advertisements on appropriate media platforms
- Conduct media research and provide recommendations on the most cost-effective advertising and distribution platforms
- Advise on the most effective media platforms to attract targeted applicant pools
- Negotiate with relevant media and other advertising platforms on volume discounts or other benefits
Mandatory Documentation Requirements
Bidders must submit the following documents when responding to this RFQ:
Proof of Ownership:
- Copy of the founding documentation of the company with which the ownership is listed (i.e., CIPC etc.)
- Copy of the ID document(s) of the owner(s)
- Proof of Medical certificate confirming disability of the owner(s) (if applicable)
Functionality Supporting Documents:
- Company Profile detailing areas of expertise, years in operation, and experience in rendering similar services
- Five (5) written contactable reference letters not older than three (3) years, attesting to Recruitment Advertising in local and/or national newspapers across a diverse range of occupations
- Implementation Roll-out Plan for Recruitment Advertising services for Entry-Level, Skilled Professionals, Senior, and Executive-Level positions
Specific Goals Claim Documents:
- Copy of ID(s)
- Copy of the founding documentation of the company with which the ownership is listed (i.e., CIPC etc.)
- Proof of Medical certificate confirming disability (for PWD ownership points)
Note: Failure to adhere to the above will result in the non-allocation of preferential points.
Mandatory Functionality and Experience Criteria
Proposals will undergo a strict two-stage evaluation, beginning with a functionality assessment. Bidders must achieve a minimum threshold of 70 out of 100 points. To qualify, service providers must demonstrate extensive experience in local and national newspaper advertising, supported by contactable references for diverse roles ranging from entry-level to executive positions. Notably, bidders do not need to quote for pricing at this stage.
Compulsory Virtual Briefing Session
Attendance at the mandatory pre-bid virtual clarification meeting is strictly enforced. Bidders must ensure they can access the provided link prior to the session. Failure to attend will result in the immediate disqualification of the proposal.
