Msunduzi Municipality Seeks Website Re-Development Tender

Msunduzi Local Municipality has issued an open tender (SCM 3 OF 26/27) for the comprehensive re-development of its corporate website. This strategic digital transformation initiative targets experienced web development agencies to enhance e-government service delivery and citizen engagement in Pietermaritzburg.

Scope of Works and Digital Transformation

The appointed Service Provider will be responsible for delivering a fully re-developed, modern corporate website that aligns with municipal branding and enhances digital service delivery.

Key deliverables include:

  • Design and Development: Responsive, accessible website with full front-end and back-end development using PHP/Laravel Framework and WordPress CMS.
  • Content Migration: Transfer of existing content to the new platform.
  • System Integration: API integration with municipal systems including CRM, ERP, and GIS.
  • Web Application Features: Online bill payments, permit and license applications, fault logging and tracking, and emergency contact portals.
  • User Experience: Intuitive navigation, mobile responsiveness, and interactive elements.
  • Compliance: Adherence to POPIA, security standards (HTTPS, OAuth2), and accessibility requirements.
  • Training and Documentation: Certification-based training on Laravel and WordPress, user manuals, and technical documentation.
  • Support: 36 months of post-launch managed maintenance and support, including quarterly performance reviews and bi-annual system audits.

Mandatory Documents

Bidders must submit the following documents with their tender response. Failure to comply will result in disqualification.

  • Tender Form (fully completed and signed)
  • Pricing Schedule / Bill of Quantity (all line items priced)
  • Data Sheet 1: Invitation to Bid Document
  • Data Sheet 2: Authority to Sign Document (with certified Board Resolution)
  • Data Sheet 3: Declaration of Municipal Fees (with utility bill or lease agreement)
  • Data Sheet 4: Declaration of Interest
  • Data Sheet 5: Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8)
  • Data Sheet 6: Certificate of Independent Bid Determination (MBD 9)
  • Data Sheet 7: Declaration for Procurement Above R10 Million
  • Annexure “A”: Alterations by Tenderer (if applicable)
  • Annexure “B”: Preference Points Claim Form

Supporting Certificates and Proof:

  • Valid Tax Compliance Status Verification Pin (SARS)
  • CSD Registration Report (with Supplier Number and Unique Reference Number)
  • CIPC Registration Certificate
  • Project completion certificates and signed reference letters (3+ projects)
  • Signed maintenance/support contracts (3+ contracts)
  • Training attendance registers, materials, and client confirmation letters (3+ programmes)
  • CD or USB Flash Drive containing scanned copy of the full submission

Submission Guidelines and Venue

Sealed bid proposals must be deposited at the municipal tender box. Late submissions will be strictly disqualified.
