Umzimvubu 2-Year 1 Million Refuse Plastic Bags Supply Tender

Umzimvubu Local Municipality has issued an open tender (UMZ/2026-27/C&CS/002) for the supply and delivery of refuse plastic bags. This two-year contract aims to bolster the municipality’s waste management and sanitation services across the Eastern Cape.

Scope of Work and Specifications

The tender requires the supply and delivery of 90-litre capacity refuse plastic bags with the following specifications:

  • Black Plastic Bags (500,000): 950mm deep x 750mm wide, 40 micron or higher thickness, branded “ULM-Solid Waste” on both sides, packed 100 per pack
  • Green Plastic Bags (250,000): Same specifications with green colour
  • Yellow Plastic Bags (250,000): Same specifications with yellow colour

Delivery Requirements: Quarterly deliveries of 125,000 plastic bags per delivery. Prices must remain firm and inclusive of VAT for VAT vendors.

Contract Duration and Operational Continuity

Spanning a period of 24 months, this long-term agreement guarantees operational continuity for the municipality’s waste management infrastructure. It provides a stable supply chain for essential sanitation consumables, directly impacting the health and well-being of local residents.

Mandatory Documents for Submission

Failure to submit any mandatory document will lead to disqualification:

  • Confirmation from SARS with verification PIN
  • Copy of company Registration/Founding Statement/CIPC Document
  • Originally certified ID Copies of Managing Directors/Owners
  • Properly filled MBD forms 1, 4, 6.1, 8, and 9
  • Billing Clearance Certificate or Statement of Municipal Accounts, affidavit, lease agreement, or residential confirmation with declaration that directors do not owe municipal services for more than 90 days
  • CSD registration confirmation
  • Pricing Schedule (MBD 3.1)
  • Bid form and declaration
  • Declaration of Interest (MBD 4)
  • Declaration of Bidder’s Past Supply Chain Management Practice (MBD 8)
  • Certificate of Independent Bid Determination (MBD 9)

Submission Guidelines and Venue

Sealed bid documents must be submitted physically to the municipal tender box. Emailed or late submissions will not be accepted.
