Gert Sibande District Municipality (GSDM) has issued an open tender (GSDM90/2025) for the appointment of service providers to review the statutory Annual Financial Statements (AFS) for GSDM and its local municipalities. This strategic three-year contract covers the financial periods 2025/26, 2026/27, and 2027/28.

Scope of Work

The appointed service provider will execute the review of statutory Annual Financial Statements for GSDM and local municipalities that compile AFS in-house. Specific deliverables include:

  • Review accuracy of AFS exported from the Financial System to CaseWare (compare AFS to GL/Supporting Schedules)
  • Proposing final Journal Entries on CaseWare
  • Ensuring accounting policies are GRAP compliant
  • Ensuring all disclosures are compliant with the GRAP checklist
  • Review and assist in preparation of the statutory Cash Flow Statement
  • Provide detailed review and assist with GRAP 104 Methodology preparation for audit purposes

Pricing must be specified separately for review of GSDM AFS and review of a Local Municipality.

Failure to submit any required document will lead to disqualification:

  • MBD 1: Invitation to Bid (completed and signed)
  • Form A: Declaration of Bidder’s Past Supply Chain Management Practices
  • Form B: Declaration of Interest
  • Form C: Authority of Signatory (with company resolution)
  • Form D: SARS Declaration of Good Standing (TCS PIN/CSD registration)
  • Form E: Financial References/Bank Details (bank letter not older than 3 months)
  • Form F: Municipal Utility Account (not in arrears for more than 3 months)
  • Form G: Preference Schedule (with B-BBEE certificate or sworn affidavit)
  • Form H: Contract Form
  • Form I: Certificate of Independent Bid Determination
  • Form L: Bill of Quantities/Pricing Schedule
  • Form M: Form of Offer
  • CIPC registration documents (CK1/CK2 for CC, Certificate of Incorporation for companies)
  • Certified ID copies of Directors and shareholders register
  • Curriculum Vitae and certified qualifications of team members
  • Certified copies of appointment letters of traceable projects
  • Proof of Affiliation

Evaluation and Preferential Procurement

Proposals will undergo a strict functionality evaluation followed by the 80/20 preferential procurement system. Eighty points are allocated for price, while 20 points are awarded for GSDM-specific goals. Bidders must demonstrate the requisite skills, experience, and capacity to perform statutory audits.

Compulsory Virtual Briefing Session

Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Prospective bidders must join the virtual session to understand the technical specifications and returnable documents.
