Siyathemba Local Municipality has released a Request for Bid (SLM 39/2026) for the appointment of a service provider to deliver comprehensive Information and Communication Technology (ICT) services for a three-year period, with bids closing on 24 July 2026 .

This tender represents a strategic opportunity for qualified ICT firms to partner with the municipality in modernizing its digital infrastructure and enhancing service delivery to the community of approximately 27,000 residents .

Compulsory Briefing Session and Submission Details

A compulsory site briefing session will be held on 10 July 2026 at 10:00 at the Municipal Building in Prieska. Bids will not be accepted from bidders who fail to attend this session .

Sealed bids, clearly marked with the tender number SLM 39/2026, must be deposited in the tender box at the Municipal Buildings, Victoria Street, Prieska, before the closing time of 12:00 on 24 July 2026 .

Comprehensive Scope of Services

The appointed service provider will act as a strategic partner to ensure stability, security, and continuous improvement of the municipality’s ICT landscape. The scope encompasses:

  • ICT Infrastructure & Support: Supply, installation, and maintenance of hardware and software; network infrastructure management (LAN, WAN, Wi-Fi); end-user support and helpdesk services; ICT asset management
  • Cybersecurity & Data Protection: Data security, backups, disaster recovery; secured VPN and Wi-Fi; antivirus, firewall, and access control management; compliance with POPIA and governance frameworks
  • Software, Licensing & Collaboration Tools: Microsoft 365 administration for 20 users; ongoing licence management and technical support
  • Website Design & Digital Presence: Modern, responsive municipal website with CMS; hosting, domain management, and SSL security; ongoing maintenance
  • Corporate Identity & Marketing Design: Review and refinement of CI; design of digital and print marketing materials
  • Advisory, Training & Compliance: ICT advisory services; user training; compliance with MFMA and SCM policies

Evaluation Criteria and Functionality Requirements

The 80/20 preference point system applies, with 80 points for price and 20 for specific goals :

  • B-BBEE Status Level of Contributor: 10 points
  • Locality (within Siyathemba municipal boundary): 6 points
  • Youth Representation: 4 points

Functionality Criteria (Minimum 70 points required):

  • Municipal ICT Experience (35 points): Signed reference letters from municipal/public sector clients
  • Technical Alignment (25 points): Proposed solutions meeting Scope of Work requirements
  • Project Methodology & Approach (20 points): Detailed implementation plan with WBS, milestones, and risk mitigation
  • Personnel & Municipal Experience (20 points): CVs and valid certifications (Microsoft, Networking, Security) with municipal project experience

Required Documentation for Submission

Bidders must submit the following mandatory documents:

  • Valid Tax Clearance Certificate or SARS PIN
  • CSD Registration Certificate
  • Company Registration Documents (CIPC) with director details
  • Valid OEM Certifications (Microsoft, Cisco, HP, Dell, etc.)
  • B-BBEE Certificate or Sworn Affidavit
  • Municipal rates and taxes statement (not older than 3 months)
  • ID copies of directors (not older than 6 months)
  • Minimum of three signed reference letters from municipal clients
  • Completed and signed MBD forms (in black ink, no retyping allowed)

Important Compliance Notes:

  • Bids must be submitted in original form (no retyping or amendments)
  • Correction fluid or pencil submissions will lead to disqualification
  • Faxed, emailed, or late bids will not be accepted
  • No contract will be concluded with bidders whose municipal rates and taxes are in arrears

Contract Duration and Performance Management

The initial contract is for three years, subject to annual performance reviews. The municipality may extend the contract for additional periods based on satisfactory performance and available funding. Performance monitoring will occur monthly, with formal quarterly reviews as required by Section 116(2) of the MFMA .
