The National Consumer Commission (NCC) has issued a Request for Proposal (NCCQ46) for the procurement of professional podcast production services. This strategic initiative aims to enhance the Commission’s digital outreach, consumer education, and public engagement through high-quality audio content.

Scope of Services and Digital Outreach

The appointed media production partner will be responsible for the end-to-end creation of the NCC’s podcast series. This includes conceptualization, scriptwriting, audio recording, professional editing, sound mixing, and the integration of introductory and concluding musical elements to ensure a polished final product.

Required Documents for Submission

Interested service providers must submit the following mandatory documents. Failure to submit any of these may result in disqualification:

  • Company Profile: Detailed document outlining the company’s structure, experience, and qualifications
  • Detailed Proposal and Quotation: Comprehensive proposal addressing all aspects of the Terms of Reference, with pricing submitted in a separate folder or PDF document only
  • Portfolio or Links: Links to previous podcast, video production, or digital media work (3 or more links recommended for maximum points)
  • Proof of Studio Capability: Evidence of a fully equipped professional podcast studio with audio and visual production capability
  • Curriculum Vitae: CVs of key personnel, particularly the videographer, demonstrating relevant experience
  • Reference Letters: Minimum of three contactable reference letters from previous clients for similar work in producing educational, public sector, advocacy, or institutional content
  • Central Supplier Database (CSD) Registration: Proof of registration on the CSD (award cannot be made to non-registered bidders)
  • Tax Compliance Status: SARS PIN or TCS Certificate
  • Preference Points Claim Form (SBD 6.1): Duly completed and signed
  • B-BBEE Certificate or Sworn Affidavit: Certified copy of SANAS accredited certificate or sworn affidavit
  • CIPC Documents: Certified company registration documents
  • Bidder’s Disclosure (SBD 4): Completed and signed
  • Pricing Schedule (SBD 3.1): Fully completed in a separate document

Evaluation and Preferential Procurement

Proposals will be evaluated based on technical functionality, pricing, and specific goals. The evaluation framework rewards Broad-Based Black Economic Empowerment (B-BBEE) status and targets designated groups, ensuring inclusive participation in the national consumer education space.

Submission Guidelines and Deadlines

Sealed bid proposals must be deposited in the official NCC tender box. Late or unmarked submissions will be strictly disqualified.
