Theewaterskloof Municipality has issued an open tender (COMM 05/2026/27) for the supply, delivery, and off-loading of black refuse bags. This strategic multi-year contract aims to support the municipality’s waste management and sanitation services across the Western Cape until 30 June 2029.
Scope of Supply and Delivery
The appointed supplier will deliver black refuse bags to six stores within the municipal region:
- Grabouw Store: 1,000 bales per year
- Villiersdorp Store: 700 bales per year
- Caledon Store: 900 bales per year
- Genadendal Store: 1,200 bales per year
- Riviersonderend Store: 1,000 bales per year
- Botrivier Store: 500 bales per year
Estimated total annual quantity: 5,300 bales
Product Specifications
The black refuse bags must meet strict quality standards:
- Size: 750mm x 950mm (lay flat)
- Thickness: 40 Microns
- Material: LDPE/LLDPE recycled material
- Colour: Black
- Packaging: 15 bags per pack x 30 packs per bale
- Quality: Free from pinholes, tears, or blisters
Contract Duration and Operational Continuity
Spanning from the date of appointment until 30 June 2029, this long-term agreement ensures uninterrupted access to essential sanitation consumables. Consistent supply is critical for maintaining public health, hygiene standards, and effective refuse collection operations across the municipality.

Mandatory Compliance and Quality Standards
