Ray Nkonyeni Local Municipality invites bids (8/2/RNM0641) to establish a panel of Architects, Civil/Structural, and Electrical Engineering Consultants. This strategic three-year contract targets registered professional service providers to drive the design and implementation of critical capital projects across the municipality.
Scope of Works and Project Portfolio
The appointed panel will handle investigations, design development, and the administration of tendering processes for various infrastructure grants. Key projects include those funded by INEP, MIG, IUDG, and NDPG, covering municipal roads, stormwater systems, public facilities, and rural electrification across 36 wards.
Eligibility and Registration Requirements
Bidders must be engineering and architectural firms with directors registered with the Engineering Council of South Africa (ECSA) and the South African Council for the Architectural Profession (SACAP). The municipality intends to appoint approximately 20 consultants, including 10 civil/structural, 5 electrical, and 5 architectural firms.
Evaluation and Functionality Requirements
The evaluation process follows Method 4: Financial Offer, Preferences, and Quality (Functionality) [doc]. Bidders must first achieve a minimum functionality score of 85% (34 out of 40 points) to proceed. Functionality criteria include:
- Company owner(s) professional registration with ECSA or SACAP (Max 10 points)
- Company owner(s) other statutory competencies (Max 10 points)
- Company experience on completed infrastructure projects (Max 10 points)
- Company affiliation with CESA or SAIA (Max 10 points) [doc]
