The Road Accident Fund (RAF) has issued a national open tender (RAF/2026/00038) for the provision of cleaning services across all its regional and head offices. This strategic five-year contract offers a lucrative opportunity for suitably experienced facility management companies to partner with a major statutory body.

Scope of Services and Bidding Rules

The appointed service providers will ensure pristine, hygienic environments across the RAF’s national footprint. A critical stipulation is that bidders must submit separate, individual bids for each specific office they wish to service. Submitting a single consolidated bid for multiple offices will result in immediate disqualification.

Mandatory Experience and Personnel

To ensure high service delivery standards, the RAF mandates that proposed cleaning resources possess a minimum of two years of verifiable experience in commercial cleaning services. Bidders must submit detailed CVs with clear start and end dates for all deployed personnel, which will be evaluated during the functionality assessment.

Compulsory Regional Briefing Sessions

Attendance at the compulsory briefing sessions is strictly required. Sessions are scheduled across various regions, including Tzaneen, Cape Town, and Durban. Bidders are only required to attend the session for the specific region they are bidding for and must arrive at least one hour early for registration.

Mandatory Documents and Legislative Compliance

Bidders must submit a complete set of Standard Bidding Documents (SBDs) including SBD 1, SBD 3.1 for firm prices, SBD 4, SBD 5, and SBD 6.1. Key mandatory requirements include:

  • A valid Tax Compliance Status PIN (or CSD number for verification).
  • A valid Letter of Good Standing under the Compensation for Occupational Injuries and Diseases Act (COIDA).
  • Proof of Public Liability Insurance covering accidents and damage at the Fund’s premises, to the value of R10 million.
  • Registration with the Unemployment Insurance Fund (UIF).
  • A letter of intent or accreditation from a sanitary waste removal company.

Submission Guidelines and Enquiries

Sealed proposals must be physically deposited in the tender box at the RAF Head Office. Bidders are advised that the proposal must remain valid for 120 days. Notably, all enquiries must be forwarded in writing; no telephonic enquiries will be entertained.
