The Eastern Cape Department of Public Works and Infrastructure (DPWI) has issued an Expression of Interest (SCMU5-26/27-0002) to establish a panel of accredited training providers for the Expanded Public Works Programme (EPWP). This strategic three-year initiative aims to equip beneficiaries with critical skills, fostering local economic development and sustainable employment across the province.
Scope of the Expression of Interest
The Department seeks to appoint a diverse panel of training providers to deliver accredited skills programmes under the EPWP framework. These programmes are designed to empower communities through targeted capacity building, specifically focusing on construction and material manufacturing sectors, such as the National Certificate in Construction Material Manufacturing.
Mandatory Accreditation and Functionality
To qualify, training providers must hold valid accreditation from the relevant Sector Education and Training Authority (SETA) at the time of application. The evaluation process is conducted in two phases:
- Phase One: Administrative Compliance
- Phase Two: Functionality Assessment Providers must maintain their accreditation status throughout the three-year appointment period. Should accreditation lapse, the provider is responsible for renewal and resubmission.
Mandatory Submission Requirements
Failure to submit the following will result in disqualification:
- Valid accreditation certificate or letter (must indicate validity period)
- Completed and signed SBD1 (Part A and Part B)
- Completed and signed SBD4 declaration
- Resolution to Sign – Annexures A (if applicable)
- Title deed, lease agreement, or authority to occupy for training facility (for artisan programmes 1-7)
- Tax Compliance Status PIN or CSD number
- Detailed CVs with testimonial letters for project manager and facilitators
Submission Guidelines and Venue
Completed Expression of Interest documents must be submitted in sealed envelopes clearly marked with the bid number and description. Late submissions will not be considered.
