The Performing Arts Council of the Free State (PACOFS) has re-advertised a Request for Quotation for the design and printing of its annual strategic documents. This opportunity targets experienced publishing firms to support the entity’s statutory reporting requirements.

Scope of Work and Deliverables

The appointed service provider will handle the end-to-end design and printing of the Annual Report and the Annual Performance Plan (APP). Designed final reports must be delivered within seven days of receiving the material.

Contract Duration and Delivery Timelines

This is a 36-month contract awarded on an as-needed basis. Strict statutory deadlines apply:

  • Printed copies of the Annual Report must be ready by 30 September.
  • The APP must be printed within one month of document approval.

Required Submission Documents

Bidders must submit the following documents with their quotation:

  • Formal quotation on company letterhead
  • At least three reference letters for similar work
  • Signed appointment letters and/or purchase orders
  • CV and qualifications of the lead designer (relevant qualification and minimum 5 years’ experience)
  • Academic qualifications of other graphic designers, editors, and proofreaders
  • Company profile
  • Detailed work plan
  • CSD supplier and unique registration number
  • Valid tax clearance certificate
  • Valid B-BBEE certificate
  • SBD 4 – Bidder’s Disclosure
  • SBD 6.1 – Preference Points Claim Form

Mandatory Experience and References

To qualify, bidders must demonstrate a proven track record in similar statutory publishing projects. Submissions must include:

  • At least three (3) reference letters for completed similar work, with contact details.
  • Signed appointment letters or valid purchase orders as proof of past performance.

Submission Guidelines and Evaluation

Quotations must be submitted on an official company letterhead, accompanied by the required Standard Bidding Documents (SBDs). The evaluation follows the Preferential Procurement Policy Framework Act, where the highest-scoring offer will be awarded the contract.
