George Municipality 3-Year Plumbing Services Panel Tender

George Municipality invites tenders (GMT061/25-26) for the appointment of a panel of contractors to provide plumbing-related services. This three-year contract, running until 30 June 2029, targets CIDB-graded enterprises to support municipal infrastructure, informal settlements, and indigent households across the Western Cape.

Scope of Works and Target Beneficiaries

The appointed panel will attend to emergency and routine plumbing services on an as-and-when-required basis. The scope covers municipal buildings, public facilities, informal settlement areas, and indigent households, ensuring equitable access to essential water and sanitation services.

Mandatory CIDB Grading and Compliance

Bidders must be registered with the Construction Industry Development Board (CIDB) and hold a grading designation of 2SO or higher. Contractors must also submit a comprehensive Health and Safety plan from a registered practitioner, alongside all required Municipal Bidding Documents (MBDs).

  • Proof of CIDB Registration (CRS number)
  • Proof of PIRB or IOPSA registration for key personnel
  • Certified copy of vehicle registration (company/director’s name) or lease agreement
  • Three contactable reference letters (not older than 5 years)
  • Tax Compliance Status (TCS) PIN
  • CSD Registration Report (MAAA number)
  • Valid BBBEE Certificate or Sworn Affidavit
  • Proof of Address (municipal account, lease agreement, or affidavit)
  • MBD 1 – Tax Compliance Information
  • MBD 6.1(A) – B-BBEE Exempted Affidavit (if applicable)
  • MBD 8 – Declaration of Bidder’s Past Supply Chain Management Practices
  • MBD 9 – Certificate of Independent Bid Determination
  • Certificate for Municipal Services
  • Employment Equity Compliance (if designated employer)

Compulsory Briefing Session

Attendance at the mandatory clarification meeting is strictly enforced. Tenderers arriving after 11:15 will be denied entry, and non-attendance will result in immediate disqualification.

Submission Guidelines and Evaluation

Sealed tenders must be placed in the designated tender box on the Fifth Floor of the Civic Centre. Proposals will be evaluated using the 80/20 preferential procurement system, balancing competitive pricing with B-BBEE status and specific transformation goals.
