The Eastern Cape Department of Public Works and Infrastructure (DPWI) has issued an open tender (SCMU5-26/27-0036) for the supply and servicing of sanitary and hygiene equipment. This 12-month contract ensures that all government buildings occupied by the Department maintain optimal hygiene standards and provide a safe working environment for public servants across the province.
Tender Overview
The appointed service provider will supply, install, and service sanitary and hygiene equipment across all DPWI-occupied buildings. The scope includes the provision of dispensers, sanitary bins, and consumables, ensuring continuous maintenance and restocking as per departmental specifications.
Scope of Work – Equipment & Buildings
The service provider must supply (once-off) and service (on an ongoing basis) the following equipment across seven buildings (Qhasana, UIF, Amatola Business Village, Disaster, Chungwa, Contact Centre, and Erf 5000):
- Hand Towel Dispensers (56 total): Refill paper towel rolls once every two weeks (preferably Fridays)
- Hand Soap Dispensers (102 total): Refill with antibacterial moisturizing soap once every two weeks
- Automated Air Freshener Dispensers (89 total): Refill once every two weeks (30-day cycle including battery change)
- Urinal Sanitizer Dispensers (24 total): Maintain and refill auto-sanitizers once every two weeks
- Sanitary Bins (75 total): Clean, remove waste weekly, and dispose in legally prescribed manner
- Toilet Seat Sanitizer Dispensers (116 total): Refill once every two weeks
Emergency response: Remedial action within 24 hours; emergency service response within 3 hours.
Mandatory Submission Requirements (Phase 1 – Disqualifiable)
Bidders must submit the following with their bid. Failure will result in automatic elimination:
- Completed original bid document (not retyped), signed in black ink
- SBD4 fully completed (disclose any related enterprise interests)
- Resolution to Sign (Annexure A) – if applicable
- Completed SBD 3.1 (Pricing Schedule – Firm Prices) with Bid Sum in words on SBD1
- Valid COIDA certificate, NBC participation & compliance certificate, UIF certificate, EMP201 certificate, HIRA certificate
- Registration with NCCA, BEECA, or CASA (valid membership certificate)
- Valid certified copy of Waste Disposal Authorization Certificate OR signed agreement with authorized waste disposal company (compliance with OHSA and National Environmental Management Waste Act)
- Public Liability Insurance: Minimum R1 000 000
Evaluation and Preference Criteria
The tender will be evaluated in three phases: administrative compliance, functionality, and the 80/20 preferential procurement system. Specific goal points will be allocated to promote local economic development, rewarding enterprises based on their location within the Eastern Cape and their B-BBEE status.

Sealed bid documents must be deposited in the designated tender box. Late, emailed, or faxed submissions will be strictly disqualified. Bidders must ensure their offers remain valid for 120 days from the closing date.
