The Mining Qualifications Authority (MQA) invites experienced communication firms to submit proposals for a three-year Public Relations and Media Agency contract. This strategic opportunity aims to elevate the MQA’s profile and ensure effective stakeholder engagement across the mining and minerals sector.
Comprehensive Scope of Services
The appointed agency will execute a robust PR and Media Strategy. Key deliverables include:
- Planning eight large and twelve smaller campaigns annually.
- Managing media liaison and placements in targeted mining publications.
- Developing content and digital media for platforms like LinkedIn, TikTok, and podcasts.
- Facilitating media and spokesperson training for up to 50 MQA executives.
Target Audience and Stakeholder Engagement
The agency must communicate with diverse stakeholders, including SETAs, the Department of Mineral and Petroleum Resources, and higher education institutions. The scope encompasses reputation management, promoting learning programmes, and profiling beneficiaries across national media channels.
Mandatory Submission Requirements (Phase 1)
Failure to submit any of the following will lead to disqualification:
- Proof of CSD registration
- Valid Tax Clearance Certificate (TCS PIN)
- B-BBEE Certificate (or sworn affidavit for EMEs)
- Fully completed and signed SBD1, SBD3.3, SBD4, and SBD6.1
Functionality Evaluation (100 Points) – Phase 2
Bidders must score a minimum of 70 points to proceed. Points are allocated as follows:
- Reference Letters (30 points): Provide 3–5 compliant reference letters from different clients for PR work done within the last 5 years (template provided).
- Company Profile (20 points): Detail experience, organogram, client list, and partnerships (e.g., media monitoring service).
- Account Manager (20 points – 10 each): Submit CVs and certified qualifications (NQF Level 8 preferred) for two Account Managers with 5+ years’ experience.
- Junior Account Manager (20 points – 10 each): Submit CVs and certified qualifications (NQF Level 7) for two Junior Account Managers with 3+ years’ experience.
- Project Plan (10 points): Provide one example of a project plan for a previous PR client, detailing tasks, resources, timeframes, and risk identification.
Evaluation and Functionality Criteria
Proposals will be evaluated based on relevant experience, demonstrated through a portfolio and compliant reference letters from different clients within the past five years. Bidders must also present a sound methodology for PR strategy alignment.

A non-compulsory virtual briefing session will clarify the Terms of Reference.
