Phokwane Local Municipality has issued an open tender (PLM/TROA/2205-2026) for the supply and delivery of essential road maintenance materials. This 12-month, as-and-when-required contract supports the municipality’s ongoing infrastructure development and civil construction needs across the Northern Cape.
Tender Overview and Scope of Supply
The successful bidder will provide critical road materials to ensure the continuous maintenance and upgrading of municipal roads. The contract spans 12 months, offering a steady revenue stream for capable suppliers who can meet the municipality’s fluctuating demands.
Mandatory Material Specifications
Bidders must offer a comprehensive range of products manufactured in accordance with SANS specifications. The mandatory supply list includes:
- Anionic stable SS 60% emulsion
- 100% all-weather cold mix asphalt
- Cold mix asphalt wearing course (in bulk)
- Hot premix asphalt wearing course (in bulk)
- G2 and G5 gravel materials
- River sand
Evaluation and Preference Points
Proposals will be adjudicated using the 80/20 preferential procurement system. A functionality evaluation will precede the price and specific goals assessment. Preference points are heavily weighted toward local economic development, rewarding businesses registered within Phokwane, Frances Baard District, or the Northern Cape. Additional points are allocated for women-owned enterprises.
Mandatory Documents (Section A – Non-submission Leads to Disqualification)
- Signed and completed Form of Offer and Acceptance
- Completed and signed Pricing Schedule (all pricing fields completed in non-erasable black ink)
- Completed and signed MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9
- Completed Schedule 1A (Authority of Signatory) and Schedule 1B (Compulsory Enterprise Questionnaire)
- Proof of active CSD registration (full report showing MAAA number)
- Valid SARS Tax Compliance Status (TCS) PIN
- Municipal Rates & Taxes account (company and directors) not older than 3 months – must not be in arrears for more than 3 months at award stage
- Every page of the bid document initialled by the authorised signatory
Submission Guidelines and Deadlines
Sealed bid documents must be deposited in the tender box located on the ground floor of the municipal offices. Faxed, emailed, or late submissions will be strictly disqualified.
