Ramotshere Moiloa Local Municipality invites accredited security service providers to submit bids for a comprehensive three-year security services contract. This critical procurement aims to safeguard municipal assets, facilities, and personnel across the North West province, ensuring a secure environment for public service delivery and community infrastructure.
Scope of Work and Deployment Requirements
The appointed service provider will be responsible for security services at various municipal facilities, including the Municipal Main Building, Municipal Workshop, libraries, stadiums, water treatment plants, community halls, civic centres, mayoral house, substations, and dumping sites. Deployment includes:
- Grade A, B, and C security officers (armed and unarmed) on day and night shifts (Monday to Sunday)
- High-risk trained armed officers for the Main Building (10 officers)
- Marked patrol vehicles (2)
- Rapid response services within 10 minutes
- Incident reporting (telephonic within 24 hours, final report within 72 hours)
- Monthly and weekly operational reports
- Access control, key control, closedown procedures, and perimeter fence inspections
The security company must give preference to employing local security officers.

Compulsory Briefing Session
A compulsory briefing session will be held on Wednesday, 10 June 2026 at 11:00 AM at the Municipal Town Hall. Bidders must attend to understand the scope and requirements.
Mandatory Documentation (Submission Leads to Disqualification)
Bidders must attach all of the following:
- Company registration certificates and profile
- Certified ID copies of directors/shareholders (not older than three months)
- Valid SARS Tax Compliance Status PIN
- CSD full registration report
- Bank confirmation letter (not older than three months)
- Original municipal rates letter (company not in arrears for more than 90 days)
- Minimum 5 appointment letters for previous work with organs of state
- PSIRA company certificate, owner certificate, and letter of good standing (latest)
- Private security sector provident fund compliance certificate
- Public liability insurance certificate (minimum R2.5 million)
- Proof of 10 branded company vehicles with registration documents
- Latest PSIRA inspection report and list of confirmed employees
- UIF and COIDA compliance certificates
- Equity report from Department of Labour
- Comprehensive project plan and strike protection plan (MOU covering 50% of staff)
- Latest company annual financial statements
- Proof of minimum 10 company firearm licenses and shareholder/director firearm competency certificates
- Bank rating letters
- Joint Venture agreement (if applicable – sworn affidavit not acceptable)
Evaluation and Preference Framework
Following an erratum published on 04 June 2026, the municipality confirmed that bids will be evaluated using a 90/10 preference point system. Ninety points are allocated for price competitiveness, while ten points are reserved for specific goals, including locality within Ramotshere Moiloa, gender, disability, youth, and nationality representation.
Compulsory Briefing Session
Attendance at the compulsory pre-bid briefing is mandatory for all interested parties. The session will be held at the Municipal Town Hall in Zeerust. Bidders who fail to attend or sign the attendance register will be automatically disqualified from the evaluation process.
