SABS Invites Contractors for Roof Repairs in Cape Town

The South African Bureau of Standards (SABS) has issued a Request for Quotation (RFQ) for roof leaks remedial works at its Cape Town facility. Contractors with proven experience in waterproofing, roof sealing, and associated drainage repairs are invited to submit quotations.

Mandatory Requirements for Bid Submission

Failure to meet any mandatory requirement will result in disqualification:

  • Attendance of the compulsory briefing session
  • CIDB grading 1GB or higher
  • Valid COIDA registration (Department of Labour)
  • Public Liability Insurance (minimum R500 000)
  • Letter of 12‑month guarantee on company letterhead (workmanship)

Scope of Remedial Works

The appointed contractor will conduct:

  • Comprehensive roof inspection to identify water ingress sources
  • Removal and replacement of damaged roofing materials, waterproofing systems, fasteners, and insulation
  • Roof sealing and long‑term weatherproofing
  • Repair or replacement of gutters, downpipes, outlets, and drainage systems
  • Water testing, final inspections, and submission of completion reports with warranties

All work must comply with OHSA, building regulations, and manufacturer specifications. The contractor must provide all labour, tools, scaffolding, and waste removal.

Functionality Evaluation (Minimum Threshold 70%)

Only bidders who meet mandatory requirements will be scored on functionality:

  • Company experience (40% weight): 5+ years of roof leak remedial works = 5 points (scale 1‑5)
  • References (60% weight): 5 or more contactable reference letters (not older than 5 years) = 5 points

80/20 Preference Points System

  • Price: 80 points
  • Specific Goals: 20 points – allocated based on:
    • Race (black ownership): 100% = 10 points down to 0% = 0 points
    • Gender (black women ownership): 100% = 6 points
    • Disability (owned by persons with disabilities): 100% = 4 points

Bidders must submit BBBEE certificate/sworn affidavit, SBD 4, SBD 6.1, and CSD registration report.

  • Compulsory briefing session: 09 June 2026 at 10:00 – Liesbeek Parkway, Rosebank, Cape Town (non‑attendance = disqualification)
  • Closing date & time: 12 June 2026 at 11:00
  • Submission via email only: Ntobeko.Mweli@sabs.co.za (no link or “we transfer” submissions)
  • Quotation validity: 120 days (extendable by 60 days)
  • No advance payment – payment only on delivery of service
