The Independent Development Trust (IDT) Limpopo is inviting qualified Professional Service Providers (PSPs) to submit Expressions of Interest for appointment to a three-year panel (2026-2029). This strategic initiative aims to pre-qualify competent firms to support government infrastructure delivery across the province.

Eligible Disciplines

Bidders may apply under one of twelve categories:

  • Architects and Quantity Surveyors
  • Civil, Structural, Electrical and Mechanical Engineers
  • Occupational Health & Safety Consultants
  • Social Facilitators
  • Geo-hydrological and Geo-technical Engineers
  • Land Surveyors and Professional Environmental Specialists

Key Eligibility Criteria

Applicants must meet stringent professional standards:

  • Valid registration with relevant statutory councils (ECSA, SACAP, SACQSP, SACPCMP, SAGC, or SACNASP)
  • Minimum NQF Level 7 qualifications for key personnel
  • At least 51% of company directors must hold active professional registration
  • Valid Central Supplier Database (CSD) registration and COIDA/FEMA certificate
  • Professional Indemnity Insurance cover of not less than R5 million

Submission Requirements

Only one discipline per bid document is permitted. Mandatory returnables include certified ID copies, CIPC registration, tax compliance proof, and completed SBD forms (SBD 1, 4, 6.1). Bids must be submitted in a single envelope marked “ORIGINAL” with an electronic copy on USB.

Evaluation Process

Bids undergo a two-stage assessment. Stage 1 evaluates functionality (minimum 70% threshold) based on personnel credentials, company experience, client references, and locality. Stage 2 applies the 80/20 or 90/10 preference point system for price and specific goals.
