Elundini Local Municipality in the Eastern Cape has issued Request for Bid ELM-3/035/2025-2026 for the supply and delivery of building materials, tools, and equipment. Scope of Work & Deliverables

The Infrastructure Planning and Development department requires building materials, tools, and equipment for operations and maintenance of building and civil works.

  • Contract duration: 3 years (no guarantee of work quantum)
  • Purchase orders issued on a rotational basis based on performance
  • SABS approved products required where applicable
  • Pricing: Year 1 firm; years 2 & 3 subject to inflation adjustment
  • Delivery points: Nqanqarhu (5km radius), Ugie (2km radius), Tlkooeng (5km radius) – separate delivery costs to be quoted

Mandatory Requirements (Eliminatory)

Bidders must submit on the original purchased document (not re-typed) with:

  • Completed & signed MBD 1, MBD 3.2, MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9
  • Signed Authority of Signatory + company resolution
  • Valid Tax Clearance / SARS PIN / CSD registration number
  • Original or certified B-BBEE certificate or sworn affidavit
  • Central Supplier Database (CSD) report
  • Municipal account (or lease agreement/affidavit) for the entity and its directors – no arrears >3 months
  • Initial every page at bottom right corner

Evaluation Process

The municipality applies a structured two-stage evaluation methodology. Stage one assesses eligibility and objective criteria compliance. Stage two evaluates functionality scoring: company experience carries 60 points, financial capacity 30 points, and ownership structure 10 points. Bidders must achieve a minimum 70% threshold to advance to price evaluation.

Specific Goals Preferences

Preference points advance transformation objectives. Exempted Micro Enterprises or Qualifying Small Enterprises at least 51% black-owned by women qualify for 3 points. Youth-owned enterprises receive 2 points. Local businesses operating within Elundini jurisdiction earn 10 points. Documentary proof of ownership must accompany all submissions to claim preference points.
