Proposal Content Requirements (Mandatory)
The following must be submitted:
- Offer page completed in full and signed (disqualification if incomplete)
- Detailed fee proposal with total fee correctly transferred to Offer page
- Valid B-BBEE status level verification certificate (SANAS accredited or IRBA approved) – EMEs must submit sworn affidavit confirming annual turnover ≤R10 million and black ownership level
- Company registration documents and valid SARS tax compliance status letter
- Certified copy of Professional Indemnity Insurance (minimum cover R2 million per claim)
- Current municipal rates account in bidding entity’s name or directors’ names (lease agreements not accepted)
- Audited financial statements for past three years
- Details of directors/partners/members/shareholders with certified ID copies
- Forms A to G completed in full and signed
- Organogram with key personnel assigned to the project
- Detailed CVs for each resource (project description, role, responsibilities, project value, start/end dates) with certified qualifications (not older than 3 months)
- Maximum 5 projects completed in past 5 years (2021–2025) of similar nature and scale
- Contactable reference letters on client’s letterhead with stamp and signature (appointment letters and completion certificates NOT accepted)
Submission format: 2 copies (1 original plus 1 electronic copy)
Submission Guidelines and Compliance
Proposals must be submitted by 12:00 on Thursday, 21 May 2026. All documentation should be complete, signed, and submitted through the prescribed channels. Compliance with BBBEE requirements and CSD registration is mandatory for consideration, ensuring alignment with South Africa’s procurement transformation objectives.
