Ingquza Hill Local Municipality invites qualified contractors to submit quotations for the supply, delivery, and installation of two Wendy houses at municipal facilities. This Request for Quotation (IHLM/175/2025-26/ROADS) targets established construction service providers capable of delivering secure, durable temporary structures to support municipal security operations in Flagstaff, Eastern Cape.
Project Specifications and Deliverables
The appointed service provider will deliver turnkey Wendy house solutions including:
- Supply of two standard-size Wendy houses with weather-resistant timber framing
- Professional delivery to designated IHLM facilities in Flagstaff
- Complete on-site installation with secure anchoring and weatherproofing
- Compliance with SABS building standards and occupational health regulations
- Completion within 30 days of appointment letter issuance
Eligibility and Submission Criteria
Bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proven experience in modular construction or temporary structure installation
- Completed Standard Bidding Documents (MBD 1-9) and tax compliance certification
- B-BBEE verification certificate or sworn affidavit for preference point allocation
- Proof of no undisputed municipal accounts overdue by more than 30 days
Pricing and Evaluation Framework
Quotations will be evaluated using the 80/20 preference point system:
- 80 points allocated for price competitiveness (firm, VAT-inclusive pricing required)
- 20 points allocated for specific goals, including local enterprise participation and black ownership criteria within Eastern Cape
- All prices must include delivery, installation, and all associated labour and material costs

Submission Guidelines Quotations must be submitted by hand in a sealed envelope clearly marked with tender reference IHLM/175/2025-26/ROADS and deposited at the Municipal Reception, 135 Main Street, Flagstaff, by 12:00 on the closing date. Late, couriered, faxed, or emailed tenders will not be accepted.
Ingquza Hill Local Municipality reserves the right to accept or reject any quotation and is not bound to appoint the lowest-priced bidder. Successful appointment is subject to verification of all documentation and execution of a formal service level agreement. Quotations must remain valid for 90 days from the closing date.
