The Financial Sector Conduct Authority (FSCA) invites qualified security service providers to submit bids for the provision of physical guarding services at its Riverwalk Office Park headquarters in Pretoria. This Request for Bid (FSCA202526-T019) targets established security contractors capable of delivering comprehensive 24-hour protection over a five-year contract period.
Service Requirements and Facility Coverage
The appointed contractor will render guarding services across the FSCA’s Block B building, comprising four floors and three basement levels. Scope includes:
- 24-hour, 365-day security coverage including night shifts, weekends, and public holidays
- Access control, visitor management, and perimeter surveillance
- Vehicle searches and property protection protocols
- Emergency response coordination and incident reporting
- Highly visible, courteous security presence aligned with corporate standards
Mandatory Regulatory Compliance Criteria
Bidders must demonstrate compliance with the following statutory requirements:
- Valid PSIRA registration certificate for the business entity
- PSIRA Letter of Good Standing not older than 90 days
- All deployed security officers, supervisors, and management must hold current PSIRA registration
- Valid Letter of Good Standing with the Workman’s Compensation Fund
- Proof of up-to-date contributions to the Private Security Sector Provident Fund (PSSPF)
Submission Guidelines and Documentation
Proposals must be submitted in two printed copies (one original, one copy) and one electronic copy in PDF format on CD or USB, properly packaged and sealed. Submissions must be clearly marked with tender reference number FSCA202526-T019 and deposited in the bid box at the FSCA reception area by 11:00 on Tuesday, 28 April 2026.
Evaluation and Preference Points System
Proposals undergo a two-stage evaluation. Compliance screening precedes functional assessment (minimum threshold applies). Successful bidders proceed to price and specific goals evaluation using the 80/20 preference point system under the Preferential Procurement Regulations 2022.
