Eskom Seeks Transport Providers for 60-Month Tutuka Contract

Eskom Holdings SOC Ltd has released a substantial Invitation to Tender (ITT) for employee transportation services, offering a significant long-term opportunity for qualified service providers in Mpumalanga.

A 60-Month Contract with Seven Route Options

The tender, reference number E2759GXMPTUT, is for the transportation of employees to Tutuka Power Station over a 60-month period. The scope is divided into seven distinct routes originating from:

  • Kosmos Park
  • Flora Park
  • Margenzon
  • Mayerville & Town
  • Sakhile
  • Thuthukani
  • Extension 8

Eskom plans to award contracts to up to seven service providers, allowing bidders to tender for one or multiple routes. Each route selected requires a separate pricing schedule and clearly indicated operational capacity. Failure to explicitly state the route(s) being tendered for will result in disqualification.

Critical Dates and Mandatory Briefing Session

Prospective bidders must adhere strictly to the following timeline:

  • Tender Issued: 01 April 2026
  • Compulsory Clarification Meeting: 08 April 2026 at 13:00
  • Closing Date: 14 April 2026 at 10:00

Attendance at the clarification meeting is mandatory. It will be held at the Tutuka Power Station Outside Conference Centre (East Gate). All submissions must be uploaded electronically via the Eskom E-tendering site.

Rigorous Two-Phase Evaluation Process

The evaluation follows a strict two-phase functionality approach:

  • Phase 1 (Desk-top Exercise): Bidders must achieve a minimum threshold of 70% to advance.
  • Phase 2 (Site Visit Inspection): Shortlisted bidders will undergo a site inspection where a 100% score is required to be deemed technically acceptable.

The final award uses an 80/20 preference point system, with 80 points allocated for price and 20 points for specific goals under the PPPFA.

Mandatory Contractual and Safety Requirements

Tenderers must submit a comprehensive set of returnable documents to be considered. Key requirements include:

  • Proof of CSD Registration: A valid Central Supplier Database registration is mandatory.
  • Safety Documentation: A signed OHS legal requirements acknowledgement, a Health and Safety Plan, a valid COIDA Letter of Good Standing, and a Baseline OHS Risk Assessment.
  • Quality Management: Objective evidence of a documented Quality Management System (QMS) compliant with ISO 9001 standards.
  • Integrity Declaration: A fully completed and signed Integrity Declaration Form (Annexure D).

The contract will be governed by the NEC TSC conditions, specifically Primary Options A (Priced contract) and W1 (Dispute resolution), with Secondary Options X1 (Price adjustment for inflation), X2 (Changes in the law), X19 (Task Order), X20 (Key performance indicators), and Z (Additional conditions).
