The Winnie Madikizela-Mandela Local Municipality (Mbizana) invites suitably qualified service providers to submit tenders for the supply and delivery of equipment and material for commercial and small-scale fisheries. This re-advertised tender aims to support local fishing cooperatives, enhance food security, and promote economic development within the municipality’s coastal communities.
Project Background and Objectives
The municipality is endowed with a rich coastal belt and marine resources. In pursuit of its Local Economic Development (LED) strategy, this project prioritizes the Oceans Economy Sector. The primary objectives are:
- Ensure sustainable use of marine resources for coastal communities.
- Support local fishing cooperatives with equipment and materials.
- Reduce unemployment and poverty by intensifying fishing capacity.
- Promote the development of local fisheries from small-scale to commercial operations.
Comprehensive Scope of Equipment and Materials
The appointed service provider will procure and deliver a range of fishing equipment and materials, including but not limited to:
- Fishing Gear: Daiwa reels, Okuma rods, grinders, sinkers, hooks, swivels, and spoons.
- Infrastructure: A 6m x 2.4m storage container with steel door, aluminum windows, electrical fittings, and branded signage for delivery to Mpahlane (Ward 28).
- Mobile Units: A mobile freezer, a complete mobile kitchen with chip fryer, gas stove, griller, sink unit, water tank, and bain maries, as well as an ice maker, for delivery to Garane (Ward 24).
Functionality Evaluation with 70% Minimum Threshold
Bids must achieve a minimum of 70% on functionality to proceed to financial evaluation:
- Experience (60 points): Bidders must submit appointment letters and signed reference letters (not older than 3 months) for projects valued at R300,000 or more. Two such references earn 40 points; one earns 20 points.
- Methodology (40 points): Points allocated for scope of work, quality management, risk management, reporting, communication, and delivery within six weeks.
Mandatory Submission Requirements
Failure to submit the following completed documents will render the bid non-responsive:
- Original tender document issued by the municipality.
- Entity registration documents, certified ID copies of directors (not older than 3 months), and proof of CSD registration.
- Valid SARS Tax Compliance Status PIN printout.
- Completed MBD forms (MBD1, MBD4, MBD6.1, MBD6.2, MBD6.4, MBD8, and MBD9).
- Billing clearance certificate or statement confirming no municipal accounts are overdue by more than 30 days.
- Financial statements for the last three financial years.
- Joint venture agreement (if applicable) and proof of VAT registration for bids over R1 million.
Preferential Procurement and Local Content
The tender will be evaluated on an 80/20 or 90/10 preferential points system, with points allocated for price and specific goals (South African, Black, Women, Youth, Persons with Disabilities, and Military Veterans ownership). A minimum local content threshold of 100% applies.
